Govt declares ban on new recruitment

The State Government has once again declared ban on any form of recruitment in Govt departments/offices.
An office memorandum issued by Finance Department on May 17 declared a complete ban on recruitment on Direct, Part-time, Contract, Adhoc, Substitute and Casual basis until State's plan outlay for 2012-13 is finalised.
Moreover, during the same period no new post would be created under non-plan sector.
The office memorandum said that creation of posts under plan may be considered only in extremely urgent cases where the department has sufficient plan outlay to bear the expenses.
It also directed that utmost economy should be observed in organising conferences/seminars/workshops/State related events and only such events should be organised which are absolutely essential.
Holding or participation in exhibitions, seminars, conferences, trainings or other events abroad at the cost of State Government has also been prohibited.
The memorandum also suggested that meetings, conferences, seminars and other events at three/five star hotels should be restricted and considered only in exceptional cases.
It directed all Ministers and officers to minimise their expenditures while touring outside.
Foreign tours have also been restricted to only extremely necessary and unavoidable official engagements.
Moreover, purchase of new vehicles, furniture items and luxury items have been prohibited.
Meanwhile, a team of officials led by Chief Secretary DS Poonia left for New Delhi today to attend the working group discussion scheduled on May 21 and 22 ahead of finalising the State's plan size for the current fiscal.
The working group discussion would be hosted by officials of the Planning Commission.
The projected plan outlay for Manipur for the current fiscal year is Rs 3680 crores and Rs 1500 crores under SPA.
