Imphal, June 04 2017: Chief Minister N Biren Singh, expressing disappointment at the low turnout of a State Level seminar, has said that most of the experts of the State are quick at pointing out the Govern-ment's flaws but never agree to participate in fruitful inte-ractions with the Govern-ment to discuss possible areas of improvements.

He made the statement at the inaugural function of the two day State level seminar on 'Development Priority of Manipur : A Great Leap Forward' which was organised by a Steering Committee formed by the State Planning Department at RIMS jubilee hall today.

Manipur Legislative Assembly Speaker, Y Khemchand, Social Welfare Minister Nemcha Kipgen, State Planning Board Deputy Chairman S Rajen Singh and Tribal Affairs and Hills Minister N Kayisii were also present as presidium members.

Speaking at the event, N Biren said that it is high time for the State to stop depending too much on the Central Government for funds and to devise methods and ways for self sustenance.

He also expressed desire for the indigenous liquor to be packaged and exported to other regions or States in order to increase revenue.

The Chief Minister said that although liquor is banned in the State, people are drinking it and considerable amount of rice grains are used for making the liquor, though no forms of revenue are received by the State Government.

The Chief Minister conveyed that if the liquor is properly processed, packaged and exported outside the State, it would be a huge source of revenue for Manipur and added that he wish to discuss the matter in the State Cabinet if possible.

Pointing out the various areas which can be improved, N Biren said that the State still imports fish from outside despite the presence of a large number of rivers and water bodies and the farmers still lack the concept of double cropping.

"Without generating revenue, there can be no development in the State", he added.

Biren further urged the experts of the State to offer advice and recommendations to the new Government regarding areas for improvements instead of pointing out its flaws.

Expressing concern at the increasing incidents of crimes against women and minors, the Chief Minister pointed out that the State Government has started taking up steps to establish a fast track Court to tackle the issue.

N Biren further instructed the Principal Secretary (Planning) to issue explanation calls to the officials who failed to attend the programme despite receiving invitations.

Speaking at the event, Chairman of the Steering Committee, Professor N Mohendro pointed out the need for a new development plan for Manipur as the State is still lacking in many areas.

He also stated that proper action needs to be taken up in specific sectors of the State to bring overall development adding that the event has been organised with the aim of identifying the priority areas for initiating development works and plans.

Experienced resource persons presented topics on Water Crisis Management, Water Resources Management and Medicinal Plants in Manipur in the afternoon technical session of the event along with a discussion session.
