Govt blamed for violating Manipur Education Service Rules

The Joint Secretary (Education S) recently issued an order regarding the appointment of five candidates to the post of zonal education officer and joint director but this was based on the old repealed Recruitment Rules that dates back to June 1973, according to a source.
The source maintained that the appointment is against the Manipur Education Service Rules 2012 which superseded the old recruitment rules and according to which ZEOs and joint directors are to be appointed as per its Schedule I .
The order of the joint secretary, which was issued on December 11, also contravened the letter from the joint director, Department of Personnel, the source continued.
The letter that was addressed to the Department of Education on September 19, 2017, specifically mentioned that any appointment against the MES Rules must be cancelled .
By violating the laws and rules, the State Government has allegedly issued the order while raising several doubts over its intention.
The source said adding it is going against the very law it has created to revamp the education system in the State.
