Silchar, November 01 2013 :
In pursuance with the demand for bifurcation of N.C.Hills, the Indigenous Peoples Forum (IPF) has submitted a memorandum to the Governor of Assam, JB Patnaik on his visit to Haflong on Friday.
The IPF has been taking repressive measures in demanding bifurcation of N.C Hills into two autonomous councils.
The organisation in its protest against the negligence of the GoMs Committee shown towards the IPF demand, a 48 hrs total bandh is called by IPF starting from 5 a.m, 4th November in the district.
In its press release on Thursday, the IPF stated that they are bound to carry out its different programme as the govt.turn a deaf ear towards its genuine democratic demand even after serving a deadline to the GoM/Govt of Assam for immediate response till 25/10/13.As such, any untoward incident that could cause injury and harm to innocent lives and properties shall be the sole responsible of the Government.
Meanwhile, the memorandum to the Governor was submitted by the IPF president Lienzalam Gangte and general secretary Ngaidam Puruolte in Haflong Friday when the Governor was in his tour to the hilly state.
The memorandum highlighted that even after the formation of GoMs for setting up necessary modalities and ground rules for talks in bringing solution to and the Report of the Task Force dated the 16th November 2011 for bifurcation of N.C.Hills into two independent autonomous district, the Government and the final seems to pay no heed to their perennial cry bifurcation and the Government and the final settlement of peace and development in the district.
The IPF reiterated that the population pattern and location of the villages belonging to the non-Dimasa tribal groups is by and large concentrated in areas which can be easily segregated from the area inhibited by the Dimasa population.
The IPF has been demanding bifurcation of the district into two separate autonomous districts within the framework of the Indian constitution under 3(C) of Articles 244(2), which is the one and only solution for final settlement of peace and development in the district.
"The following grievance and injustice meted out to the non-Dimasa and the general public after renaming N.C.Hills into Dima Hasao district.
It has been learnt that the development fund for the common people has been grossly misappropriated by the Council Authorities so much so that the poor become poorer and the rich become richer.
Political, economic and social concerns of the non-Dimasa communities are not properly taken care of by the Council Authorities.
The non-Dimasa tribals are now in the receiving end and are being slowly deprived off their historical, economic and political rights.
Infact, the non-Dimasa groups are far from enjoying the development and employment benefits proportionately with the Dimasa tribal in terms of jobs, land acquisition, social and other employment benefits," the memorandum stated.
