Talk with Govt satisfactory : ATSUM

Imphal, October 22 2014: The talk between representatives of the All Tribal Students' Union, Manipur (ATSUM) and the State Government held today at the Chief Minister's office was satisfactory, ATSUM said.

"The Govt has assured to fulfil our demands.

Although we found the talks satisfactory, we will wait and watch," ATSUM president Muan Tombing said while speaking to reporters today at its Nagaram office.

Chief Minister O Ibobi, Dy CM Gaikhangam, Education Minister M Okendro, Commerce and Industries Minister K Govindas, PHE Minister I Hemochandra, Chief Secretary PC Lawmkunga and other officials took part in the talk.

ATSUM was represented by its executive members, presidents and secretaries of its federating units.

The talk began from 9am and went on till 2 pm.

The Govt has assured to issue official notifications regarding the points of agreement reached today on Oct 27, Muan Tombing said.

Vareiyo Shatshang, general secretary of ATSUM said that the Govt has assured to effect appointment of teaching and non-teaching staff by creating posts in case there is no vacancy under ZEOs of the hill districts.

Although the Cabinet has already given its approval to regularise contract lecturers of higher secondary schools, no specific date for regularisation of the lecturers has been determined.

The same has been awaiting clearance from the Finance Dept and DP, the Govt told ATSUM representatives.

The Govt was also understood to have sent a proposal to the Union HRD Ministry regarding formulation of concrete transfer policy for college teachers and opening of B Ed centres in hill areas, according to Shatshang.

Besides, the State Govt officials also informed the tribal students' representatives about its decision to open a higher secondary school each in all the subdivisions.

Apart from assuring to conduct a special recruitment drive for STs in JNIMS and AYUSH, the Govt representatives assured to follow reservation policy based on 200 point roster.

The Govt also agreed to identify backlog posts in all departments and fill the same.

The officials also clarified that no backdoor recruitment was conducted to fill vacant posts in the Manipur Legislative Assembly Secretariat, Shatshang informed.

Admitting that working out the overlapping police and district jurisdiction would be a challenging task, the officials asked to identify and submit the disputed areas.

Land records of hill areas would be passed on to district administrations concerned.

Even as the Govt officials informed that the ST Commission would be set up within December this year as a New Year gift, the officials were mum on implementation of the 6th Schedule of the Constitution in the hill areas, Vareiyo said.

The officials also assured to take immediate action in case of any mismanagement detected in flagship programmes implementation.
