Chandel discusses law of armed conflict

A Consultation programme on "United Nations' Law of Armed Conflict and Armed Forces (Special Powers) Act was held today at Chamdil Khubul, Chandel district.
Organized jointly by North East Dialogue Forum (NEDF), People's Development Organization (PDO), Chandel, Partner Villages Development Forum (PVDF), Chandel and Chakpi River Protection and Development Society (CRPDS), Chandel, Advocate W.Basanta, Convenor of NEDF U.Nobokishore, Advocate L.Sevananda and Co-Convenor of United NGOs Mission-Manipur, District Women Committee of Imphal East district Sobita Mangsatabam were among the main speakers of the consultation programme.
After a serious deliberation on the issue, the consultation programme adopted nine recommendations, six of which are addressed to the Government of India and Manipur while the remaining three to the political armed opposition organisations operating in Manipur.
The recommendations addressed to the Government of India urge to repeal AFSPA at the earliest;
to visit to the victim families for remedy and restitution, to immediately provide victim assistance, health care, economic support, educational support to the victims of landmine; to implement the recommendation of Justice Jeevan Reddy Committee and Justice Verma Committe of Government of India and Justice Santosh Hegde Commission of the Supreme Court of India with regard to AFSPA; to respect and implement the UN's Law of Armed Conflict, common article 3 of Geneva Conventions, 1949 and Additional Protocol-II of 1977 and to ensure proper care and rehabilitation of armed cadres under Suspension of Operation and Ceasefire Agreement for their future life.
Recommendation to Political Armed Opposition Organizations urged to protect and respect women, children and civilian populations in the combat situations; to respect and implement common article 3 of Geneva Conventions, 1949 and sign the Deed of Agreement of the Geneva Call on Landmine, Children and Gender based Violence.
