ILP demand : Students exhorted for active role

Imphal, May 18 2013 : Convenor of Joint Committee on Inner Line Permit (ILP) System in Manipur Sapamcha Jadumani has categorically asserted that intense agitation for implementation of ILP in the State is needed to save the indigenous population from getting extinct.

He was speaking during a discussion session held on the demand for implementation of ILP in Manipur at Zenith Academy, Ghari.

The discussion session was organized under the auspices of Students' Wing of the Committee.

Jadumani pointed out that with influx of illegal migrants remaining unchecked, the population of non-Manipuris in the State has increased manifold.

Today, one-third of the total population of Manipur comprises non-Manipuris.

As such, we all need to come together and save the indigenous population from getting extinct by carrying out intense agitation for re-implementation of ILP in the State, he exhorted.

Jadumani further stated that ILP was in force in Manipur since the time of Kings to prevent illegal entry of non-Manipuris.

However, it was removed after Manipur came under the dominion of Indian Union on November 18, 1950 by Himat Singh, the then Chief Commissioner of Manipur.

Ever since, the entry of illegal migrants into the State has remained unchecked, thus, threatening the very existence of indigenous population.

Today the developmental share of indigenous people has gone in the hands of non-Manipuris.

The prices of the goods in the State are now being controlled by the non-Manipuris and the day would not be far when the administration of the State too would fall in the hands of these Non-Manipuris, Jadumani cautioned, while lamenting that even at this point of time, the State Government is remaining silent over the demand for implementation of ILP.

He also pointed out that the case in Jiribam is more worse with the population of illegal-migrants is almost exceeding indigenous population.

So, there is the urgent need to re-implement ILP in the State.

Jadumani noted that implementation of ILP does not necessarily means that no non-Manipuris would be allowed to enter the State.

The non-Manipuris can enter the State, provided, they posses valid permit and the number of days to be stayed in the State is restricted.

N Angamba, Convener of Students' Wing of the Joint Committee, who was also present on the occasion, said that uncontrolled entry of non-Manipuris has created a whole lot of problem in almost every sphere including the economy of the State.

So, the student community should also play a decisive role in the agitation for implementation of ILP in the State.

Joy Chingakham, co-convener, Joint Committee on Inner Line Permit System in Manipur, Students Wing, also stated that the State Government should take up appropriate actions in this regard and see that the existence of the indigenous people of the State is not threatened.

The discussion session was also attended by P Premjit, Secretary Organisation of FRIENDS and Manaoton, Principal of Zenith Academy.
