Leakages waste 60 Kls of SK Oil

Around 60 Kls of SK Oil are wasted due to leakages every month out of 2080 Kls allocated to Manipur by the Government of India for a month.
With the State Government accepting that 60 Kls of SK Oil are wasted every month due to leakages, dealers are given three per cent extra quantity of SK Oil allocated to them to recuperate for the loss due to leakage.
But according to a source, not all 60 Kls are lost due to leakage.
Larger share of the extra quantity given to dealers for leakage is sold in black markets.
For IOC, there is no such policy of giving any extra quantity of SK Oil to dealers.
Being listed among PDS items, the State Government provided extra three per cent to dealers to ensure that people get their share of SK Oil at the subsidised rate.
Yet, such policy of allocating extra quantity of SK Oil to make up for loss due to leakage is not heard in any other Indian States.
Irrespective of whether the dealer has their storage tank or not, dealers are given wholesaler commission in ac-cordance to the invoice value in addition to the extra three per cent given for leakage.
If there is leakage, it is the agents who must have suffered maximum leakage for they are the ones who distribute SK Oil directly to people.
But the agents are not given any sort of compensation.
On the other hand, in line with the district-wise allocation of SK Oil for the months of April, May and June, all the district except Imphal West have submitted their utilization certificates for the month April.
Subsequently, some districts have started lifting their share of SK Oil.
Though Imphal West has the maximum number of dealers, utilization certificate for the month of April has not been submitted till date.
As such, SK Oil for the month of May allocated to Imphal West has not been lifted till date.
SK Oil allocation for Imphal West district having nine dealers for the current month is 344 Kls and it is the highest allocation as compared to other districts.
The respective number of dealers and allocation for Imphal East is 6 and 260 Kls, Jiribam two and 32 Kls, Thoubal five and 268 Kls, Churachandpur five and 160 Kls, Senapati four and 100 Kls, Kangpokpi four and 122 Kls, Bishnupur three and 156, Ukhrul two and 100 Kls, Chandel two and 76 Ks and Tamenglong two and 76 Kls, added the source.
