Public convention demands incorporation of JCILPS' five points in the proposed bill

The public convention which was held in Imphal on Thursday resolved to carry on the democratic form of protest demanding the introduction and passing of the much awaited replacement Bill.
Convener in charge of Joint Committee on Inner Line Permit System (JCILPS) Khomdram Ratan presided over the public convention which was held at Iboyaima Shumang Lila Shanglen.
Senior journalist Irengbam Arun moderated the proceedings.
BK Moirangcha, the JCILPS co-convener said that the ILP campaign was launched many years back to save the indigenous people from being swamped by migrants.

He reminded the convention participants that the JCILPS was formed on June 4, 2012 with the specific objective of demanding the implementation ILPS.
Of late, there have been various forms of agitation in the State.
The committee had submitted a memorandum to the Government demanding the incorporation of the five points specified by JCILPS.
However, the Government was sleeping over the memorandum.
The Government had submitted a report on the ILP only when there was a mass movement.
On the basis of the report, the Assembly passed the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015 on March 16 .
The Bill failed to incorporate the five-point demands of the JCILPS resulting in the intensification of the mass movement.
Dr Lokendra Arambam said that the meeting convened by the JCILPS is very important.
The Government should end the agitation through positive actions.
The cabinet decision on the constitution of the drafting committee was not communicated to the JCILPS.
If talks are to be held, the JCILPS should also be informed of such steps.
He also said that a retired judge who enjoys public confidence should head the judicial inquiry into the death of Sapam Robinhood.

The public convention adopted a three-point resolution.
The resolution said that the Government should take up concrete steps to convince the people that it will introduce and pass the proposed Bill within August 15 .
The Bill should incorporate the five points already made public by JCILPS, said the resolution.
The convention resolved to ask the Government to suspend police personnel involved in the killing of Sapam Robinhood before instituting a judicial inquiry into.
It was also resolved that there should be democratic forms of protest till the Government introduces and passes a Bill to protect the indigenous people of the State.
