Imphal, July 13 2012:
After the State Assembly passed a Private Member Bill to press the Centre to extend the Bengal Eastern Frontier Regulation, 1873 in Manipur, the Joint Committee on Inner Line Permit System has withdrawn its public emergency.
However, the committee said that the restriction imposed on the entry of Non Manipuris and ban on trucks and buses to bring in Non Manipuris would still stand until and unless Inner Line Permit System is implemented in the state.
Announcing this to mediapersons at the office of HERICOUN at Palace Compound today, Convener of the committee, Sapamcha Jadumani said that people of the state have been demanding the state government to implement Inner Line Permit System in the state in order to save the indigenous people of the state from the onslaught of ever increasing influx of Non-Manipuris.
It is a good step on the part of the State Assembly to pass the Private Member Resolution moved by MLA Dr I Ibohalbi to adopt the Bengal Eastern Frontier Regulation Act, 1873 in the state.
It is not just the passing of the resolution in the House, but what the people want is the extension of the Act in the state too.
Even though it is not finalised, it is indeed a good step for the MLAs of the state to pass the resolution and press the Centre for implementation of ILP in the state.
The decision to withdraw the Public emergency was taken keeping in view of the positive response from the government, Jadumani said.
He also said that the ban on construction of railway tracks has also been suspended but the restriction on entry of Non Manipuris in the state is still on.
Jadumani expressed gratitude to all the MLAs of Manipur State Assembly who supported the motion of MLA Dr I Ibohalbi as well as to all the students, CSOs, NGOs, local clubs and medias for their role in bringing the issue to the centre stage and said that it is an important day in the history of Manipur for the Assembly to pass a resolution to adopt the Act in the state.
He also thanked the role taken by FRIENDS Advisor KB Sharma who is on indefinite fast in JNIMS hospital demanding ILP.
While condemning the assault on students and other protestors by state police, Jadumani further said that the demand for ILP is not only for the protestors but also for the security personnel of the state.
He appealed to the security personnel not to assault protestors in any future agitation.
