Imphal, October 08 2018: PREPAK (Pro) Chairman L Paliba M has categorically stated that the revolutionary struggle of the people of Kangleipak is a conflict between a "once an independent Nation, Kangleipak" and "an independent India".

"This is a war based on political and ideological doctrines.

Therefore, this is not a law and order issue.

We never started a war but we are facing a war being waged by India", he said in his statement issued to the press on the occasion of the outfit's 42nd raising day.

The Chairman has also conveyed deepest regards to all the communities of Kangleipak and fraternal revolutionary parties of WESEA region apart from offering tributes to all the people killed in the course of the liberation struggle.

According to the statement, India's policy of unity and integrity is a failed one.

Antagonising Hindus against Muslims and Christians is the only means to forge unity among the Hindus.

Fostering hostility with neighbouring Pakistan and China is the basis of forging emotional integrity among Indians.

Political, social or economic policies are no longer the basis of India's unity and integrity, asserted Paliba.

The causes of the Sepoy Mutiny 1857 and the Anglo-Manipuri War 1891 are quite different.

The Sepoy Mutiny was an spontaneous outbreak fuelled by rumours related to religious beliefs, said the outfit and added that on the other hand, the Anglo-Manipuri War was a result of the Manipuri people's unwillingness to live under British colonial rule.

Indian leaders must understand this difference, Paliba said.

MK Gandhi's nonviolent movement waged in South Africa together with 1100 Chinese people on September 11, 1906 was preceded by the 1 st Nupi Lan of Manipur which was a strong women civil movement against using menfolk as forced labourers.

The Second Nupi Lan took place in 1939 against undue exploitation of the masses by the capitalist class.

As such, the Second Nupi Lan can be considered as an anti-globalization movement, claimed the outfit.

Putting an end to people's representative Government of Manipur in 1948, holding back Statehood for 22 years and the current impasse of MU deadlock explicitly show the disregard and appalling ignorance of New Delhi towards Manipuris, it alleged.

The State Government under the advice and mindset of a non-indigenous person has been using excessive forces to suppress current issues and voices of the common people.

Such nefarious schemes are not new.

The Manipur Constitution Act 1947 was drafted by 17 Members of Constitution Making Committee including both hills and plain representatives and was adopted by the then interim Government of Manipur, recalled the outfit.

By introducing democratic election in Manipur, people elected their representatives, and a responsible Government was installed after the First Manipur Assembly sitting was held on 18 October, 1948.However, instead of respecting the elected Government, India forcibly merged Manipur, and this wrongful act compelled the people of Manipur to arm themselves and fight against the Indian rule, said Paliba.

During the alleged reign of reactionary advisory council of Part C State status, some elites, who blindly expected Indian blessing, felt the betrayal arid ploys of Indian leaders.

The high-handedness of Indian leaders with their outlook towards Manipur aroused the then political leaders to agitate and demand for restoring "the 1948 People's Government" in the years 1950s and 1960s.The protest was not about the neglected development but it was rather a collective response against lower status of Manipur and abolishment of people's Government.

Taking serious note of the alleged arrogant and unresponsive attitude of Delhi, people started openly demanding the Right to Self-Determination, alleged the outfit.

The Manipur National Union declared that Manipur should, be a 'Buffer State' in 1953.Some Hill MLAs, in their meeting on 27th July 1949, had urged Manipur should not be part of India, rather it should be Crown State like Hong Kong under British for a certain period or if inevitable it must have terms and conditions before joining the Indian Union.

Such expressions, protests, and demands truly exhibited that majority people did not trust India, and had apprehension that India will swallow it; so Manipur must have its own stand, asserted the Chairman.

Such alleged oppressive Indian administration reflected and penetrated to the mindsets of farsighted revolutionary leaders who are still fighting against India.

Many rivers, which originated in Kangleipak, and flow to different destinations have benefited neighbouring countries or States in terms of irrigation, agriculture, transportation, generation of hydro power, and water supply.

There is no need for fear among the people for scarcity of power and water supply in Kangleipak because the main rivers do not originate from neighbouring States and countries, said the Chairman.

Nowadays rivers are used as political instruments in many States of India and in many countries while sharing their water resources.

But the political leaders of Manipur have been ignoring this reality and they must understand the natural and topographical advantages.

"Despite rich natural resources such as mountains, lakes, rivers, mineral resources, forest produces; we cannot explore extra benefits and advantages.

This is due to the fact that Kangleipak is under the alien rule of India and colonial hangover of British rule.

Our own language, scripts, games and sports, old and new written constitutions, royal chronicles, international treaties, arts and cultures are all at this stage after a long evolution", it said.

It went on to ask, "What more elements do we need as an independent Nation? Why should not we feel the pride from such uniqueness?" Political leaders should shed the habit of begging funds from Delhi.

This is shameful.

Instead of begging, they should try to mobilize own resources for this land.

How long Manipur will depend on Delhi for funds? Such shameful things never happened in Manipur before 1949 .

The present dependency syndrome is the outcome of 'our' lost economic and political rights.

Peaceful coexistence of Kangleipak is always disturbed by New Delhi because they never stop passing the ball to Kangleichas by invoking communal based political and boundary issues, alleged the outfit.

Therefore, time has come now for the politicians to wake up and be conscious of the current political status of Kangleipak and they should also realize the facts by asking themselves what should be the right status of Manipur which is more appropriate with the 2000 years old history, reads the statement.
