Arbitrary detentions condemnable: Coalition

Civil Society Coalition on Human Rights in Manipur and the United Nations has condemned the government of Manipur for allegedly making arbitrary detentions/arrests under various Acts during the Covid-19 pandemic.
In a statement released by its convenor Phulindro Konsam, the body condemned the arbitrary detentions and arrests of people under various Acts during the curfew imposed over the pandemic, while observing the International Day in Support of Victims of Torture.
Although the Union government had made repeated assurances of rectifying the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment of Punishment (UNCAT), nothing has been done for the past 24 years.
Amid such a situation, it is not right for the National Human Rights Commission and Manipur State Human Rights Commission (MHRC) to continue remaining silent bystanders.
In this regard, CSCHR had submitted a petition to the MHRC to enquire about the central and state governments' opinion on rectification of UNCAT, including recommendation of the same, the body conveyed.
A meeting convened by MHRC on June 25, 2020 had enquired the state special secretary (Home) on the steps taken up on the matter.
However, the state government is yet to provide any response on the same till date, it added.
