MLA, N Mangi today said that there is no reason for giving objection to the deployment of state IRB and police commandos in the hill areas of the state reacting to the opposition registered by some hill based civil organizations.
The MLA, speaking at the inaugural function of the three day long photo exhibition displaying photos of victims of torture in the state organized by Threatened Indigenous People Society (TIPS) at Sanatombi Oriental English High School, Kumbi.
The inaugural function of the photo exhibition held in connection with the UN International day in support of tortured people was presided by TIPS president Md Ashlam Khan and retired Judge C Upendra graced as guest of honour.
President of the KALIP, Kumbi, N Ibohal, president of Southern Rural Development Organisation, L Deven, consultant of TIPS, advocate Angomcha Aramba also attended the function as special invitees of the function.
Delivering his speech as chief guest, N Mangi said that there is nothing which would cause inconvenient on the deployment of the police commandos and IRB, controlling the law and order in the valley areas, in the hill districts.
To deploy its own forces within the territory of the state is state's matter and it's not the matter of deploying state force outside the territory of the state.
There is reason of giving objection by some hill based civil organizations.
He further said that TIPS photo exhibition will be helpful in restoring peace and tranquility in the state.
Now, the campaign against tortured and violation of rights of people is conducting by the UN.
On the other hand, in the democratic country India by enforcing Armed Forces Special Power Act, 1958, the right of people of the state is violating.
Repeal of the Act is a must, he added.
C Upendra who spoke as guest of honour also expressed that organization of such exhibition by TIPS will be helpful in the society.
At the global, tortured of people is ban whereas in the state armed groups (both state and non-state) are killing people apart from torturing them.
Besides AFSPA is enforcing above the people of the state and police commandos are top in killing people in "fake" encounter.
Even though, it is open that they (police commandos) killed people in "fake" encounters, the state government is remaining silent and giving reward for such acts.
Indian constitution permits awarding capital punishment in a strict manner.
But in the state security forces are killing people without a day break.
Government do not provide ex-gratia to the dead of insurgents but security force personnel died in the clash with insurgents are providing a huge amount of ex-gratia.
This mode of payment of ex-gratia is not a right one, Upendra observed.
