The All Naga Students’ Association, Manipur (ANSAM) and the Democratic Students’ Alliance of Manipur, have jointly submitted a memorandum to Chief Minister N Biren putting up a charter of demand to improve the existing education system in the State .
Stressing that there is the need for a positive change in the education system to keep pace with the aggressive trend of globalisation, the two student bodies pointed out the major impediments in the development of education in the State as lack of basic infrastructure, lack of innovative teaching and learning methods, lack of curricular or co-curricular activity centres, complete lack of access to internet or computer facilities, no academic facilities like conferences, seminars, sponsored lecture programmes, visits by eminent academics in the campus, irregular attendance by both teachers and students, lack of sanitation and drinking water facilities in many institutions etc .
To start the process of improving the education system in the State, the joint memorandum listed certain steps under different headings .
The points highlighted by the two student bodies include, establishment of a State Commission on Education, restructuring the educational administration, re-organisation of schools, rationalisation of postings of both teaching and non teaching staff in schools, implementation of SSA/RMSA/mid day meal programmes etc .
The student bodies also questioned where the money for installing basic infrastructure under OBB, NLCPR, PMGSY, SSA, RMSA and MDM in schools have disappeared .
On proxy/surrogate teachers in the hills and remote areas, the student bodies urged the Government to take up tangible steps to check this practise .
Training of heads of institutions and teachers, recruitment of teachers, to stop appointments of ZEOs on in-charge basis, were some other points listed by the two student bodies .
Regular inspection of schools, reframing of school recognition rules, special category English medium schools (State model schools), organisation of an annual event to promote friendship and unity among the students, amendment of the existing recruitment rules, regulation of the existing aided schools, were some points demanded by the student organisations .
Under Higher Education, the memorandum highlighted the infrastructural needs, involvement of teachers in research work, suitable hostels for colleges, NAAC accreditation, ensuring regular attendance of the teaching staff, vocational education, establishment of women colleges and model colleges .
Conversion of DM College to an institute of higher learning, appointment of regular Principals of the colleges, re-organisation of the Directorate of Education (U), establishment of sufficient libraries and IISER, appointment of full time VC and faculty at Manipur Technical University, opening Science streams in colleges located in hill districts etc were some other points touched in the memorandum.
