Remand for Additional Director of Fisheries Dept

Huidrom Biramani, Additional Director of Fisheries Department, has been remanded to judicial custody till November 6 after he was produced before the Court of Chief Judicial Magistrate Imphal West today.
Huidrom Biramani (59) s/o (L) Bidhu of Sagolband Moirang Leirak was produced before the Court along with a prayer for further judicial custody remand for smooth investigation of the case against him.
It may be mentioned that Biramani was formally arrested by Lamphel police in connection with the illegal possession of arms on October 19 by Vigilance and Anti Corruption Cell Police Station.
The IO of the case, through the APP, submitted that the accused was arrested by Vigilance and Anti Corruption Cell Police Station from Naoremthong area along with the recovery of some incriminating articles including 2 small arms (one licensed).
It was further submitted that during police custody period, the accused was thoroughly interrogated and he disclosed that he had received a threat and monetary demands from different underground organizations.
On February 2, 2009, some unknown cadres of an underground organization abducted him from his office at gun point and took him to an unknown place for a ransom of Rs 10 lakh.
Later, on the morning of February 6, 2009, following negotiations between the UG and the officers of the Department, he was released from the custody of the UG after paying Rs 10 lakh and also by agreeing to pay another Rs 5 lakh after a few days.
Following the repeated threats for nonpayment of the remaining amount, Biramani applied for a gun license.
In the meantime, he was compelled to procure a small country made pistol from another source and as such he contacted one Boicee Kuki of Churachandpur through one Begum and procured a .32 pistol along with one magazine and 4 live ammunition rounds.
Biramani also revealed that he was informed about Begum by one Soibam Umananda of Soibam Leikai who is a retired DFO of Fisheries Department, Manipur.
Further on June 15, 2009, he bought a gun license issued by Imphal West DC and the following day he purchased a .32 pistol along with two magazines and 20 live ammunition rounds.
The IO further submitted that Biramani was found possessing unauthorized arms and ammunition in his custody and efforts were being made to arrest Soibam Umananda and as well as the people who were involved in procuring illegal arms and ammunition and as such, judicial custody remand of the accused is necessary.
After hearing the submission of the PP and going through the case records, the Court remanded Biramani to judicial custody till November 6 .
