For the first time in the history of Manipur Legislative Assembly, an MLA who is in judicial custody attended assembly session on Monday and took part in the transaction of the business of the House.
Former Deputy Speaker of Manipur Legislative Assembly, Th Shyamkumar surrendered to a local court in connection with a pending case against him at Delhi police three months back on April 16 resigning from the office of the Deputy Speaker on the same day.

Since then he has been in judicial custody at Imphal Central jail and treating at RIMS Hospital after he complaint of breathing problem.
He attended the sitting from today following a directive of the Additional Session Judge, west-II, Tis Hazari Court, Delhi on July 17 last given in response to a petition filed by the MLA's counsel who stated that his health condition has improved and could attend the session.
A case registered before Th Shyamkumar was elected as a member of the state assembly at Delhi police is pending with him.
The case was registered after he was arrested along with two senior members of United National Liberation Front (UNLF) from Indira Gandhi International Airport New Delhi on October 2, 2006, while he was taking a flight from Kathmandu-bound aircraft.
Expressing dissatisfaction on the failure on the part of the Delhi police to submit charge-sheet against him, he resigned from the office of the Deputy Speaker and surrendered to the court on April 16 last.
Since then, he has been in judicial custody.
The court permitted him to attend the ongoing session of the Manipur Assembly under article 190 (4) of the Indian Constitution with a directive to the Imphal Central jail to take up necessary arrangements for the same.
But, the jail authority should ensure his appearance in the court in connection with case against him under FIR no 70/06 P.S Special Cell is schedule for July 31, 2009.In a brief talk to media persons at Assembly complex today, Shyamkumar admitted that he was arrested in connection with a nexus charge with underground and observed that the truth regarding the charge could be known only after the court ruling which the hearing has been fixed on July 31 .
In reply to a question, the MLA said, he is still with the party MPP which he was elected in the house and so far he has no idea of joining to other parties even though MPP had already expelled him out from the party.
He said he did not receive any show cause notice from the party with regard to his expulsion.
