THE TWO-DAY working group level discussion of the high level Manipur Government Officers with the Planning Commission officers held on January 16 and 17 at Yojana Bhavan here ended this evening with a wrapped up meeting of the Manipur Government officers led by the Chief Secretary Shri Rakesh and the Principal Secretary Shri D.S.Poonia with the high officials of the Planning Commission.
The Manipur Government proposed to the Planning Commission to fix the Plan Outlay of Rs 2425.92 crore including an Special Plan Assistance of Rs 800.00 crore for the AnnuaL Plan of the year 2009-2010, that was a step up of 46.14 per cent over the approved Plan Outlay of Rs 1660.00 crore including an Special Plan Assistance of Rs 550.00 crore for Annual Plan 2008-09, for speedy development of the State of Manipur in all spheres at par with that of developed States of the country.
Manipur Chief Secretary Shri Rakesh , in today's wrapped up meeting, made a convincing explanation of all sectors of the plan proposal of the State to the Planning Commission officials and urged them to fix the Plan Outlay at Rs.2425.92 crore as proposed by the Government of Manipur.
According to a senior officer of the Planning Department of the Government of Manipur stated that the Planning Commission had a good impression upon the development activities taken up by the Government of Manipur even though the State had faced a rough weather of the law and order situation.
Mention may be made that the State Government proposed to the Planning Commission a sum of Rs 97.91 crore in agriculture and allied activities, Rs.63.24 crore in rural development, Rs 69.54 crore in special area programme, Rs 345.21 in irrigation and flood control, Rs.163.75 crore in energy, Rs 106.60 crore in industry and mineral, Rs 38.45 crore in transport, Rs.28.76 crore in science technology and environment, Rs 147.82 crore in general economic services, Rs 548.93 crore in social services and Rs.15.71 crore in general services in the Plan Outlay of the Annual Plan for the
year 2009-2010 .
The 11the five year Plan (2007-2012) for the State of Manipur was agreed at Rs 8154.00 crore.
The year wise outlays for the first two Annual Plans 2007-09 aggregated to Rs 3034.31 crore being the approved outlay of Annual Plan for the year 2007-08 was Rs.1374.31 crore and the year 2008-09 was Rs.1660.00 crore.
Against the agreed outlay of Rs.8154.00 crore for the 11th Plan period, allocation for the first two years was Rs Rs.3034.32 crore against which an expenditure of Rs.3050.45 crore was anticipated to incur which represented 100.53 per cent.
While reviewing the Annual Plan for the year 2008-09 finalized by the Planning Commission at Rs 1660.00 crore, the State Planning Department's source stated that there would be an expenditure of Rs.1713.94 crore to incur.
Out of Rs 550.00 crore under Special Plan Assistance, the Planning Commission sanctioned the projects worth Rs 525.00 crore and released the funds in four instalments.
During the Working Group meeting, the Manipur Government made power point presentation on some important sectors like Art and Culture, Sports and Self Help Groups which were reported a good response and impression from the Planning Commission officials.
After this Working group meeting , an another meeting would be fixed by the Planning Commission for finalisation of the Annual Plan of the State of Manipur for the year 2009-2010 with the Chief Minister very shortly.
