Division Bench High Court of Manipur, has directed RIMS Authority to submit the policy/procedure/methodology/norms being followed for providing free medicines and others items to the in patients of RIMS hospital on April 4 .
The direction was given by Division Bench High Court of Manipur, comprising of Acting Chief Justice N Kotiswar and Justice Kh Nobin, yesterday, in connection with the case taken up by the High Court on irregularities at RIMS hospital.
The matter was taken up by the Court yesterday and the commission appointed by the High Court comprised of Dr M Kunjabihari, retired Additional Director Manipur Health Services, N Rojit, Registrar (Administration) High Court of Manipur and Kh Tarunkumar, Advocate High Court of Manipur, to look into the allegation of serious irregularities and corruption at RIMS, submitted their second report before the Bench related to availability of free medicines and other items to the in patients of RIMS hospital.
The Commission visited the surgery ward (Male), Paediatrics Ward, Gynaecology Department and medicine wards (both Male and Female) and the submitted report suggested that although medicines were given free of cost to some patients, some were not provided any free medicines.
Accordingly the Bench decided that the matter require more details regarding the policy/procedure/methodology/norms being followed in Government hospitals like RIMS in connection with the extent of availability of free medicines and other items.
M Devananda, counsel of RIMS was not present yesterday as he is out of station and a request was made by Joysana, counsel on behalf of M Devananda, to adjourn the matter for the day.
The Court fixed April 4 for the next hearing of the case and directed RIMS authority to submit the policy/procedure/methodology/norms being followed for providing free medicines and others items to the in patients.
N Kumarjit, Advocate General for the State also informed the Court that the laying of water pipes inside RIMS hospital has commenced and it is expected to be completed within the month of April.
It may be mentioned that the High Court of Manipur took up a suo moto case based on news reports and the letter sent by a post graduate student of RIMS to the Prime Minister and registered a Motion PIL on November 6, last year.
The letter written to the Prime Minister by the PG student alleged that RIMS hospital is the most corrupt hospital he has ever been to and that he has not come across any working MRI machine ever since he came to the institute.
The letter also claimed that the CT scan has been shut down for nearly a month and that there is no ICU, only a ward named SICU with no ventilators or monitors.
The latter also alleged that the Neonatal ICU has been set up just for namesake by putting a fake sign over some rooms, that only one USG Machine is working for the whole hospital, that there are no USG machines in the labour room and above all the patients have to buy all the medicines including iron and folic acid with their own money, there are no defribillators and the toilets are some of the worst.
