JNIMS supply case yet to be cracked

Even as an equipment which costs Rs 22,53,563 was supplied to JNIMS at triple its price (Rs 72,87,787) thereby robbing a huge amount of money from the State exchequer, neither the Anti Corruption Cell (ACC) nor the Vigilance Commission is able to nail the culprits so far.
The case has been already brought to the notice of Vigilance Commission after a complaint was filed to the ACC.
Sometime back, The Sangai Express published a report about procurement of an equipment at triple its price based on a false report submitted by a particular doctor which claimed that the particular machine was mandatory for JNIMS Forensic Science Department even though the machine is not needed very much.
After the matter was brought to the notice of Vigilance Commission through the ACC, the commission registered a case of enquiry.
But there has been no report of booking any person or initiating any action.
The HPLC machine aka position detector currently lies idle at JNIMS Forensic Department/mortuary.
An order issued on March 11, 2015 gave consent to Kolkata-based M/S Indian Instruments Manufacturing Company at Rs 75,87,787.The amount was paid from equipment interim head of account sanctioned under SPA 2014-15 .
But a receipt issued by Zauda Technology which manufactured HP Liquid Chromatography System with ACCS (poison detector) said that the same machine costs Rs 22,53,563 .
The is also a report that an exactly similar equipment was supplied to Tripura Medical College at just Rs 16,22,313 .
Even as e-tender was held for purchasing the machine only one firm took part in the e-tender.
As such, the tender bid was rejected by the tender committee.
Even as the particular doctor claimed in his report that the machine was mandatory according to the MCI, later during cross-checking it was learnt that the MCI never recommended the particular machine as mandatory.

Even as the manufacturing company intimated JNIMS authority repeatedly to send the machine's cost through RTGS, the particular doctor in cahoot with the then JNIMS Director elicited a cheque of Rs 72,87,787 which is three times the actual price of the machine.
Despite knowing all these facts, neither the ACC nor the Vigilance Commission is able to take up any action which only casts a serious doubt on the BJP-led coalition Government's slogan to eradicate corruption, said a source.
