Asserting that the State Cabinet has no authority to take decision in respect of Constitutiuon of the District Level Screening Committee for Hill districts such as, Churachandpur, Ukhrul, Tamenglong, Chandel, Senapati and Sadar Hills, the All India Tribal Students' Association, Manipur has sought the Governor's intervention over the matter.
A statement issued by the AITSAM said that the constitution, power and function of District Councils in the Hill Areas is absolutely within the purview of Hill Areas Committee.
However, the Tribals Affairs and Hill Department, Govt of Manipur had issued recruitment Rules for the post of Choukidar Cum Peon for the Schools of District Councils on January 2 much to the surprise of everyone.
It also pointed out that on February 28 the Deputy Secertary Health, Govt of Manipur has issued the decision of the Cabinet Dated 08/02/2013 with regard to the formation of District Level Screening Committee in all the 9 Districts and the Powers of District Level Screening Committee, so as to approve Proposals upto Rs 50,000 and the Ceiling of Rs 1.50 lakhs.
