Imphal, June 10 2013:
Chandel Naga People's Organization (CNPO) and Naga Chiefs' Association Chandel (NCAC) have endorsed the decision of the United Naga Council (UNC) to register protest against State Government's order that hands over the responsibility of 25 percent of MGNREGS funds to Zilla Parishads/ADCs for implementation of the Central Government sponsored scheme.
Following a joint meeting of the two bodies held at MACA hall, Panchai on June 8, the two bodies today submitted a memorandum to the Chief Minister in this regard.
The memorandum said that the ADC Members are banned by the public in the implementation of any kind of development or welfare schemes particularly under DRDA and Tribal Affairs and Hills and TD etc.
It further stated that no Chief would grant permission of work to the ADCs.
Those villages operating bank accounts in connection with the MGNREGA transactions along with the ADCs Members as signatories must revoke it within ten days from the date of the meeting failing which the village shall be liable to explanation call.
The memorandum said that funds meant for the development of hill districts coming from the Centre must go directly to the account of the DC or DRDA and the Government's move to transfer MGNREGA to MSSRDA should be stopped at once.
The memorandum also demanded the resignation of the Governor of Manipur, Gurbachan Jagat, Additional Chief Secretary (RD & PR), Ameishing Luikham and Joint Secretary (RD & PR), Ningthoujam Geoffrey for issuing misleading order empowering ADCs whom the Naga people in Manipur consider them to be 'bogus representatives.
The memorandum further warned that if the Government fails to give positive response within ten days from the date of submission of memorandum, the organization would take any form of democratic agitation.
The memorandum which was submitted through the Deputy Commissioner Chandel, Th Chittaranjan was based on the resolutions adopted in the meeting attended by Chiefs and Secretaries of about hundred villages in Chandel district.
