Based on a complaint filed by sister of a youth currently undergoing treatment at RIMS Hospital, the Manipur Human Rights Commission has notified the State DGP, Officer in-charge of Moirang police station N Mangi Singh and a Sub-Inspector of the said police station N Rajen Singh to submit a detailed report on alleged torture of the youth in police custody.
The Commission issued the notices yesterday making it returnable within June 5.The notices were issued after one Moirangthem Chaoba Devi of Ngangkha Lawai Awang Leikai apprised the Commission of her 24 year old brother M Gandhi Singh subjected to severe police torture in Moirang police station from the day he was arrested on April 15, till April 17.A goldsmith by profession Gandhi is said to be running a jewellery shop at Moirang Lamkhai and was arrested for purchasing some gold ornaments from unknown persons.
In addition to vividly detailing intensity of the torture meted out to his brother, Chaoba Devi contended that neither arrest memo was issued to the family nor was the victim party's complaints to the Moirang police station and higher authorities of Police Department acknowledged.
During enquiry to the police station on April 17 evening, SI Rajen reportedly conveyed to Chaoba Devi of her brother having lost consciousness inside the detention cell after which Gandhi was admitted to RIMS Hospital on advice of moirang CHC doctors where he was initially rushed to.
While alleging that Rs 2000 had been paid to the Moirang police station OC and SI for releasing Gandhi but to no avail, and having incurred a sum of Rs 17,500 on his treatment till date, the complainant listed a mobile handset (LG), tools used in jewellery works and some documents among others as items seized by the police team led by SI N Rajen.
The complainant urged the Commission to initiate appropriate action against the guilty personnel, if any, for abusing rights of Gandhi.
