Imphal, November 12 2013:
The Demand Committee for Promotion/Upgradation of Undergraduate/Primary Teachers to Graduate Post has today served an ultimatum to the Governor and Chief Minister of the State seeking their intervention in interpreting the word 'Teachers' in the RRs before Nov 15 .
The Demand Committee of PUUPTGP warned of launching 'fast unto death' agitation if their demand is not met within the stipulated date.
It has been the long standing demand of the agitation Demand Committee that hierarchy of post should be maintained and only undergraduate/primary teachers which is the immediate subordinate post should be considered for promotion to the next higher post of graduate teachers, the demand committee memo pointed out.
However, to the shock and dismay of the Demand Committee, a circular was issued by the Directorate to some ZEOs directing them to submit ACRs of all under matric/matric/primary/ PETs having a minimum qualification of BA, BSc, BCom, Ratna and its equivalent who have completed five years of regular service for the last five years, it said.
The very fact of requisitioning the ACRs of the aforesaid categories of teacher other than the Udergraduate/Primary Teachers gave a serious apprehension to the Demand Committee that the Directorate of Education (S) may somehow include the aforesaid categories of teachers in the proposed DPC for promotion to the post of Graduate teacher contrary to the RRs of Graduate Teacher and also in utter disregard of the long standing demand of the Committee.
The said requisitioning of ACRs was done without seeking any clarification from the DP or Law department as to the interpretation of the word 'Teacher' appearing in the RRs which was assured by the authority at the time of negotiation with the agitating Undergraduate/Primary teachers, the memo asserted.
Saying that the action of the Directorate amounts to back-stabbing of the agitation UG/PT, the memo demanded the authority concerned to clarify the matter before Nov 15 failing which a fast unto death agitation would be launched.
