AITC exposes Director' s 'misdeeds'

All India Trinamool Congress, Manipur State unit president Th Shyamkumar has alleged that State Health Mission Society Director Dr O Ibomcha appointed Dr Kh Usha as 'engaged MBBS doctor' by an officer memorandum issued on March 1, 2014 .
Dr Kh Usha was then working as the Joint Director of Family Welfare Department.
Speaking to media persons at their Moirangkhom office today, Shyamkumar, quoting an official order issued by Health and Family Welfare Under Secretary Regina Hongray, said that Dr Kh Usha's date of superannuation was March 31, 2014 .
Appointment of Dr Usha as engaged doctor when she was yet to retire is a clear testimony of the wrongdoings committed by the Health Minister and the Health Department, Shyamkumar alleged.
The Government of India sanctioned Rs 85,15,208 to the State Health Society for procuring mothers' kits which should be distributed to poor expecting mothers.
One M/S Medisphere Marketing Limited was engaged for supplying mothers' kits.
Violating the supply agreement which said that no advance payment should be made until the whole consignment was delivered, 50 per cent of the total cost was paid in advance.
The bank guarantee bond used in the transaction was also forged, alleged the MLA.
Even as new cheque was issued following complaints, the amount was found withdrawn from the bank.
In the process of auditing, the officers concerned were asked as to why the bank guarantee bond was not checked and why the withdrawn amount was not recovered but the officers could not give any satisfactory reply, Shyamkumar said.
When these issues were raised in the State Assembly, the Ministers concerned stated that the wrongdoer(s) has/have been booked but the wrongdoer(s) has/have not been disclosed till date.
Accusing Director O Ibomcha of misappropriating public money which should be utilized for the benefit of poor expecting mothers, Shyamkumar questioned why O Ibomcha has not been booked till date.
Reacting to Government spokesman M Okendro's assertion that he (Shyamkumar) has been facing many problems for working against the 10th Schedule of the Indian Constitution, Shyamkumar dismissed the same assertion as irrelevant.
"The issue of my resignation is not related with the Congress party or the Government.
It is my personal choice.
What I said was that all the 60 MLAs should work for the welfare of people and desist from committing misdeeds.
I had no intention of defaming anyone", Shyamkumar added.
