The Gauhati High Court, Imphal Bench has directed the District Judge, Manipur East to conduct an enquiry into the facts and circumstances leading to the killing of Pukhrambam Suranjoy by the personnel of 4 Assam Rifles and to submit the enquiry report within six months.
A division bench of the Gauhati High Court comprising of Justices T Nandakumar and K Meruno passed an order in this regard today, conveyed a release issued by the Human Rights Law Network.
Pukhrambam Suranjoy was shot dead by personnel of 4 AR after picking him up from his uncle's house at about 11 pm of October 27, 2006. Subsequently, the joint action committee constituted in connection with the killing of Suranjoy signed a memorandum of understanding with the Chief Minister at the latter's office chamber during which the State Government consented to institute an enquiry and to submit its report within a month.
In this regard, the Home Secretary issued an order on October 31, 2006.However, no enquiry report has so far been submitted to the Government without disclosing any reason, it noted.
The Guahati High Court order to enquire into the killing was passed in response to a petition filed by Pukhrambam Sharmila, younger sister of the deceased.
The respondents listed in the petition include Secretary to the Ministry of Home Affairs, New Delhi, Defence Secretary, Ministry of Defence Ministry, IG AR (South), Commanding Officer 4 AR, Principal Secretary (Home), DGP and SP Imphal West district, added the release.
