The Kuki Chiefs Association Moreh Block (KCAMB) has called 48 hour-bandh at Moreh with effect from midnight today till the midnight of February 10 to protest the apathy of the district administration toward various grievances of the Association.
The decision to call 48 hour-bandh was taken at a meeting held today.
If the following demands are not met immediately, the Association will be compelled to launch a serious agitation in future, president of KCAMB, Ch Ngamthang Mate warned.
In a press release, Ngamthang Mate stated that the KCAMB, which is the only and biggest apex body of Sibong (formerly Mankang) ADC Constituency, expressed their deep concern over the failure of the Chandel District Authorities to solve the complaint submitted by the Association to re-publish the order for polling stations, delimitation and electoral rolls of the constituency as per the proposal submitted by the Association to the Deputy Commissioner, Chandel on September 29 of 2008 .
The press release further stated that the KCAMB had submitted a complaint on February 4, 2010 relating to the points cited below.
That, as per the proposal submitted for delimitation for ADC Constituency, all the villages within Sibong constituency had been forwarded to the ADC, Moreh.
The ADC Moreh had also forwarded the same vide his letter no.ADC(MRH)Elec-ADC/08 dated 27th June 2008 in which all the villages proposed by the Assn.
had been included in the list.
It is to be noted that the total population of the Constituency is 63699 persons.
Whereas, as per the Principal Secretary (Hills)Govt.of Manipur, order No15/1/2008-CHA dated 11th September 2009, and extra ordinary gazette No.209, Imphal, Tuesday, September 22, 2009, the following villages had been excluded by the DC in connivance with some individuals for reasons best known to them.
.1H Mongjang, 2.N Gamnom, 3.LMolphei, 4.New Mongjang, 5.T Maipi 6.Maipi Mangsom and 7.SM Lhangjol.
It is to be noted that, these villages had been settling in Moreh due to ethnic clashes during the 90s.But presently they have settled since some years back.
That, Yangoutubi village had been included during the Intensive revision in 2005.But it had been excluded by the District authorities during the the printing/publication.
.1The Government should re-publish the orders relating to Polling Stations, Delimitations and Electoral rolls as per the proposal submitted by the Assn.
and forwarded to the DC by the ADC Moreh.
.2In order to avoid irregularities and discrepancies in future the ADC Moreh be allowed to exercisew his powers as conferred in the order.
.3N.Champhai, K.Moulsang, K.Zalenmoul, Chikim, Twipi, New Leikot, Youjang are newly established villages and had not been able to avail the opportunity to be included during the Intensive revision in 2005.But these villages are now full fledged villages .
A proposal had been submitted to shift their electoral roll from their previous polling station to Sibong constituency.
The proposal had been neglected by the District authorities.
.4The ADC Moreh had told that, a joint meeting of the social leaders and political leaders of the jurisdiction will be held before the final publication.
But the final publication had been issued without the knowledge of the ADC.What is the motive behind the cancellation of the meeting ? .
5.That, the ADC Moreh had been conferred the Powers of DC by the the Government of Manipur.
But the ADC was prohibited to exercise his powers as per the order.
This fact had led to the irregularities in the above cited subject.
Had the ADC been permitted to exercise his powers the fact would have been avoided.
.6The KCAMB had submitted a proposal for Polling Stations as per the convenience of the voters.
But the proposal was rejected.
An order was published by the DC in connivance with some individual for personal interest.
The Assn.
would like to enquire if the DC had issued the publication on political motive or personal interest of some individual.
