Imphal, June 08 2016:
Indigenous People's Association of Kangleipak (IPAK) has alleged that the State Government has deceived the masses by sending an all-political parties delegation to Delhi although they already knew that the three Bills passed by the State Assembly would not get the President's assent.
Speaking to reporters at a press conference, IPAK chairman Sapamcha Jadumani said that during the course of the sustained pro-ILPS movement, the State Government had pressed the Centre regarding the issue on two different occasions.
The resolutions passed by the State Assembly and State Cabinet regarding implementation of Bengal Eastern Frontier Regulation 1873 in 2012 and 2013 were forwarded to the Centre and the matter is also still pending at the Central Government's level, he said.
Now, of the three Bills passed by the State Assembly on August 31 last year, the Protection of Manipur People Bill, 2015 has been rejected by the Centre, he said.
It was unfortunate to hold back the rejection by the Chief Minister although the Centre had sent a written letter to the State Government on May 11, Jadumani said.
He further said that the State Government should have sent a team to Delhi to explain the issue and get assent for the three Bills soon after these were passed by the State Assembly.
As such, the State Government has deceived the people of the State as it sent an all-political parties delegation to Delhi although they already knew that the Bills would never get the President's assent, he said.
Jadumani opined that people could have acted accordingly or planned another strategy had the Chief Minister revealed the Centre's rejection on time.
Saying that disapproving the Protection of Manipur People Bill, 2015 is an insult to the people of the State, Jadumani said that the 60 MLAs of the State must be held responsible for this rejection.
Jadumani observed that all the MLAs must step down taking moral responsibility of this failure.
Saying that North East Students Organisation (NESO) has been pressing the Centre to enforce ILPS in the North East States, Jadumani said that Manipur Government must question the Centre why ILPS can't be implemented in Manipur although the same is enforced in Nagaland, Arunachal Pradesh and Mizoram.
