State Govt agrees to present 'concrete' proposal on UNC's demand

The fifth round of tripartite talk involving the State Government, the UNC and the Central Government was held today at DRDA Conference Hall, Senapati district headquarters on the issue of creation of new districts.
The meeting started at 12.30 pm and went on till 2.45 pm and it was chaired by MHA Joint Secretary (NE) Satyendra Garg.
The State Government was represented by Agriculture Minister V Hangkhan-lian, TD Minister N Kayisii and Education Minister Thokchom Radheshyam and they were assisted by Additional Chief Secretary (Home) Dr J Suresh Babu and Commissioner (Works) K Radhakumar Singh.
From the Naga frontal Organisations, Gaidon Kamei, president, United Naga Council (UNC), S Milan, general secretary, UNC, James Inka, general secretary, All Naga Students' Association Manipur and Asha Wungnam, president, Naga Women's Union took part in the tripartite talk.
Even as the UNC raised objection to the delay in settling their demand, the State Government affirmed that consultation with stakeholders as agreed upon is required and it would be done within atime frame.
After the Tripartite talk, while talking to media, Satyendra Garg said that the issue is complex and any decision will affect Manipur.
He also affirmed that both the views of the Govt, of Manipur and UNC are on board.
Two positive developments were achieved today.
Firstly certain problems faced by certain people regarding issuing of certificates and related Government papers due to creation of new districts were acknowledged and the State Government gave assurance to issue necessary instructions to concerned authorities so that people won't face the problems.
Secondly, a concrete proposal would be put on table by the State Government at the next tripartite talk to be held on February 23 next year, Satyendra Garg said.
Talks do take time and effort.
Yet the tripartite talk has been progressing, he remarked.
Gaidon Kamei said that today's talk made development and the Govt, of Manipur has committed to table a concrete proposal in the next round of talk.
After the concrete proposal is tabled, the talk would be carried forward, Gaidon said.
He reaffirmed that from day one there is no question of going back and the UNC had made its position clear the State Government and the Central government.
"Now we are fully convinced that something will come out in the next round of talk", Gaidon said.
Apart from preparing a concrete proposal on the demand of UNC by the second week of February, 2018, the State Government will issue advisory to concerned authorities to ease out problems faced by general public subsequent upon creation of new districts.
