Hearing on RIMS case on Apr 6

Special Court of Prevention of Corruption Imphal West has fixed April 6 as the date of hearing against a former RIMS Director and five others regarding the alleged fund misappropriation in the purchase of Telecobalt machine for Regional Cancer Centre of the medical institute.
Anti-Corruption Bureau of CBI had filed a charge sheet against former RIMS Director L Fimate and five others under Section 173 CrPC before the Special Judge, Prevention of Corruption Imphal West in April of last year.
The other five accused in the fund misappropriation case are former RIMS Director Sinam Sekharjit; former Head of Department of Radiotherapy, Dr Th Tomcha, Shahid Hussain from King Abdul Aziz Road Jubali, Saudi Arabia; Himanshu Sharma from Faridabad, Haryana and Scott Macintosh from Canada.
All the accused except Shahid Hussain made physical appearance before the Court on March 27 last.
He filed a dispense before the Court pleading to allow him to make personal appearance which the Court accepted.
On the other hand, accused number 6 of the case Scott Macintosh filed an application before the Court praying for discharging him from the trial under Section 227 CrPC.
Counsels of the accused submitted before the Court that many relevant documents of the case submitted by CBI are missing.
Counsel of CBI assured the Court that the missing documents of the case will be submitted.
Mention may be made that CBI (ACB) Imphal Branch registered an FIR on the basis of information received from reliable sources that in 2006, Department of Radiotherapy, RIMS received a project grant of Rs 5 crore for Regional Cancer Centre project from Ministry of Health and Family Welfare when Lallukham Fimate was the Director of the medical institute.
The charge sheet submitted by CBI alleged that the former RIMS Director along with S Sekharjit and Th Tomcha in conspiracy with each other and some unknown persons and by abusing their official position made undue favour to the private firm M/S Nordian Canada through which Indian based dealer M/S Kirloskar Theratronic Private Limited and its manager misappropriated Rs 2.37 crore in the purchase of a Telecobalt machine by flouting laid-out norms.
It pointed out that the machine of the same specification manufactured by M/S Panacea Tech Private Limited of Bangalore was available at a price lesser by Rs 1 crore than the price charged by the Canadian company thereby making RIMS suffer a loss of Rs 1 crore.
A sum of Rs 5 crore was sanctioned and released by the Ministry to the Regional Cancer Centre, RIMS on July 12, 2006 under National Cancer Programme.
