PHED employees' body holds annual meet

Imphal, July 27 2025: All Manipur Public Health Engineering Department Workers and Employees' Association held its 44th annual meet at Oriental Children Guide Junior High School, Sagolband.

The annual meet chaired by retired JBG (PHED) Laishram Deben Singh resolved that service of all the casual/muster roll and contract employees of PHED must be regularised so that the employees get pension and die-in-harness opportunity.

The meet also resolved that grade III and IV employees of the department must be promoted timely.

The meet later appointed a seven member executive committee to helm affairs of the association from July 27, 2025 till July, 2028 with Sapam Samungou as the president, PHED retired JBC L Deben as vice president, and lineman (Thoubal) S Oken Singh as general secretary among other posts.

The meeting also resolved that employees who have not yet been confirmed in work-charged positions should be included in the supernumerary posts of the permanent work-charged establishment of the PHE Department.

It emphasised the need for time ly promotion of employees working in the PHED and stated that the period of service rendered on the casual muster roll should be treated as qualifying service for those who are later appointed to regular or work-charged po sitions.

The meeting further called for the appointment of an adequate number of regular employees in every Water Supply Schemes under the PHED, recommended reinstatement of the 289 casual muster roll workers of Division 16 who were dismissed in 2005, granting them regular employee status and formation of a committee to ensure smooth functioning of the department among others.
