Expedite disbursal of 7th Pay arrears to ADC employees, urges TYCM

The Tribal Youth Council Manipur (TYCM), General Headquarters, has appealed to the the Government ofManipur to expedite the disbursal process of the 7th Pay arrears (from April 1, 2019 to March 31, 2023) to the employees of the Autonomous District Councils, as assured under the Manipur Services (Revised Pay) Rules, 2019.In a release, TYCM informed that the Finance Department had issued an Office Memorandum (OM) dated July 28, 2018, stating that the 7th Pay- would be effective from January 1, 2016, with actual implementation commencing from April 1, 2019 for all employees of the Government of Manipur.
"Subsequently, the State Government formalized this by enacting the Manipur Services (Revised Pay) Rules, 2019, thereby officially implementing the 7th Pay benefits from April 1, 2019", it added.
The TYCM mentioned that contrary to the earlier OM dated July 28, 2018, the Finance Department issued another OM on December 8, 2021, stating that the matter was re-considered/reexamined by the Cabinet in view of the heavy financial constraints in the State.
"Accordingly, the State Cabinet in its meeting held on January 4, 2022 had decided that grant of pay under the Manipur Services (Revised Pay) Rules, 2019 in respect of the employees of ADCs for which approval of Cabinet has not been obtained earlier, shall be with effect from April 1, 2023 without notional effect", it added.
The TYCM continued that as per data available with its office, approximately 8,000 employees are serving under the ADCs, with their services dedicated to the development and upliftment of the hill tribal areas of Manipur.
"The lack of uniformity in the implementation of the 7th Pay to Government employees by the Government of Manipur constitutes a blatant violation of the Right to Equality.
Such disparity fosters a sense of discrimination and creates differing sentiments among the communities residing in the State", asserted TYCM .
