Imphal, November 06 2014:
Imphal East Zilla Parishad Adhyaksha K Tombi and Up-Adhyaksha Th Ibomcha have stepped down from their respective posts.
Speaking to media persons this afternoon at Porompat DC Office complex after submitting his resignation letter to the relevant authority.
K Tombi said that he decided to step down from the post of Adhyaksha as no adequate powers generally entitled to Panchayati Raj institutions have been devolved even though it is almost two years since Imphal East Zilla Parishad was constituted.
Incidentally, the press meet was attended by all the Zilla Parishad members of Imphal East district.
Tombi said that he worked at his best level to empower the DRDA Chairman, ensure 100 days' full wages to MGNREGS workers and empower the PRI to its full potential.
But the Zilla Parishad has not improved a bit in its functions, powers and activities during the past 20 years.
"This is rather disappointing and there is no point for me to hold on to the post of Adhyaksha," Tombi said.
Nonetheless, he pledged that he would work relentlessly for rural development and welfare of fellow PRI Members.
Although it has been 17 years since the institution of Zilla Parishad was set up, its functions are being centralised more and more.
It was said that due powers have been devolved to PRIs for 22 departments/points but this devolution of power was done only on paper.
For the current year, MGNREGS works have been done only for six/seven days.
Even though funds have been already sanctioned, no allocation has been made till date for National Rural Livelihood Mission and Indira Awaz Yojana.
In the meantime, Up-Adhyaksha Th Ibomcha submitted his resignation letters to the Adhyaksha and the Imphal East DC.
