Imphal, December 20 2023:
The Manipur Legislative Assembly's Committee on Privileges and Ethics Committee has scheduled a meeting at 11 am tomorrow (Thursday) to further examine a complaint relating to the alleged unethical conduct of 10 MLAs under Rule 300 of the Rules of Procedure and Conduct of Business in Manipur Legislative Assembly.
As directed by the Committee on Privileges and Ethics Committee, the Manipur Legislative Assembly Deputy Secretary has appealed to veteran politician and former Minister O Joy to reappear at the meeting to hear his explanation/views.
He may also submit additional relevant information.
Earlier, O Joy submitted a complaint to the Manipur Legislative Assembly Speaker on May 18, 2023 on the alleged unethical conduct of the 10 MLAs.

The 10 MLAs in question are Haokholet Kipgen (Saitu AC), Ngursanglur Sanate (Tipaimukh AC), Kimneo Haokip Hangshing (Saikul AC), Letpao Haokip (Teng-noupal AC), LM Khaute (Churachandpur AC), Letzamang Haokip (Henglep AC), Chinlunthang (Singhat AC), Paolienlal Haokip (Saikot AC), Nemcha Kip-gen (Kangpokpi AC) and Vungzagin Valte (Thanlon AC) .
The complaint of O Joy was based on a letter from the 10 MLAs drawing attention of Union Home Minister Amit Shah on May 15, 2023 demanding a separate administration for the hills inhabited by Chin-Kuki- Mizo-Hmar commu- nities as reported in some section of the media.
In their letter to the Union Home Minister, the 10 MLAs charged that the majority Meitei community had committed institutionalised ethnic cleansing and atrocities against the Chin-Kuki-Mizo-Hmar communities in the recent communal riot which erupted on May 3, 2023 and sought consideration of the Union Home Minister to devise a mechanism for administration of the two communities, Meitei and Chin-Kuki-Mizo-Hmar.
O Joy, in his complaint, said that the Members of Parliament and State legislatures should maintain a standard conduct inside and outside of the House, and their behaviour should be such as to enhance the dignity of the House and its Members.
He alleged that the conduct of the 10 MLAs demanding separation from the State of Manipur was derogatory to the dignity of the House and inconsistent with the standards which the House of Manipur Legislative Assembly is entitled to expect from its Members.
Joy further drew attention of the Manipur Legislative Assembly Speaker to take appropriate action at the earliest.
