Khuman Lampak renovation works : BJP demands white paper

BJP Manipur Pradesh president Thounaojam Chaoba has demanded the State Government to bring out a white paper within five days on renovation and upgradation works of Khuman Lampak Sports Complex, which are being undertaken with Central Government's fund of Rs 100 crore under 13th Finance Commission.
Th Chaoba made the demand while addressing a press conference held at the office of BJP Manipur Pradesh at Nityaipat Chuthek today.
He said that it has come to the knowledge of the general public through newspaper reports that quality was not maintained in the said works.
The BJP leader said that the State Government handed over the said works to Mani-pur Development Society (MDS) without tendering it properly.
Of the total Rs 100 crore, Th Chaoba said, Rs 28.82 crore is meant for the upgradation of the main stadium, Rs 18.8 crore for hockey stadium, Rs 2.4 crore for the cycle velodrome, Rs 14.36 crore for aquatic complex, Rs 2.71 crore for indoor stadium, Rs 0.29 crore for shooting range, Rs 0.29 crore for Kangshang, Rs 2.39 crore for internal roads, Rs 1.1 crore for compound wall, Rs 49 lakh for electrification and Rs 60 lakhs for the practice field, pavilion and toilet facilities.
Th Chaoba questioned why the said works were handed over to MDS though the detailed project report (DPR) was developed by PWD.
Saying that MDS lacks in equipment, manpower and sports knowledge as compared to other agencies like PWD and PDA, Th Chaoba questioned the intention of the State Government of handing over important construction works to MDS only.
Alleging that Chief Minister Okram Ibobi is the head of MDS, Th Chaoba demanded the Government to bring out a white paper within five days if proper tendering was done before the renovation and upgradation works were handed over to MDS.
Alleging that the astro turf laid at hockey field is sub-standard, Th Chaoba said that players are practising on roads as different stadia of the sports complex are closed since past one year.
He also questioned whether the State Government followed the standard norms of CPWD for the tender amount, which touches the figure of Rs 75 crore.
Chaoba said that BJP Manipur Pradesh would keep a drop box in their office complex so that the general public may raise their voice against the corrupted practices prevailing in different Government offices.
