JCILPS calls bandh; rejects MRVT&MW Bill

Joint Committee on Inner Line Permit System (JCILPS) Sunday rejected "The Manipur Regulation of Visitors, Tenants, and Migrant Workers Bill, 2015" (MRVT&MW) after a marathon deliberation.
Rejecting the bill, the JCILPS called an 18-hour general strike in the State.
The committee also set on fire a copy of the MRVT&MW Bill which was to be debated in the State Assembly on Monday.
Following the rejection of the Bill, JCILPS announced that it will boycott the last sitting of the state Assembly Session scheduled for Monday.
JCILPS sources informed that the bandh will commence from the intervening night of Sunday and Monday, till 6 pm.

JCILPS Convenor Ibotombi Khuman who addressed a hurriedly called press conference at its office Sunday afternoon alleged that the bill was not drafted to serve the interest of the indigenous people but to protect outsiders staying in the state.
The provisions of the bill were concentrated on safety measures for the outsiders, he alleged while referring to various clauses of the bill.
The bill included no provision empowering the implementing authority to deport those outsiders who violated the regulations but concentrated on punishing owners of the transit and rental owners who fail to follow the regulations, he alleged.
In short, the Government has sidelined the wishes of the people of the State and also was totally against the interest of the people, he said.
"We will not be able to accept the bill," he asserted hinting at JCILPS resuming its agitations demanding implementation of ILPS in the state even after the general strike and boycott of the Assembly session.
Convenor of the Women's Wing of the JCILPS L Nganbi Devi who attended the press conference said "We can't accept the bill.We are demanding protection of indigenous people and not the outsiders." She alleged that the bill was drafted only to please the Government of India and not in favour of the people of the State.
JCILPS Co-convenor Somorendro slammed the Ibobi government for playing with the sentiments of the people only to please the Centre.
After the press conference, members of the JCILPS staged a demonstration in front of its office in Imphal's Nongmeibung and torched the copy of the Manipur Regulation of Visitors, Tenants, and Migrant Workers Bill, 2015 .
The committee has also demanded immediate resignation of Ibobi and his ministry.
"The Manipur Regulation of Visitors, Tenants, and Migrant Workers Bill, 2015" was introduced on the floor of the Manipur Assembly on March 13 by Chief Minister O Ibobi Singh.
A debate on the bill is scheduled for Monday, the last day of the extended winter session of the State Assembly.
The JCILPS has been analyzing the bill since Saturday.
A meeting convened at its office on Saturday had pointed out flaws in the bill.
JCILPS will not retreat from stand putting in place a regulation which will check the influx of outsiders into the State so that the indigenous people of the state were saved from the verge of domination by outsiders, the JCIPLS covenor added.
