Imphal, December 21, 2009: A fund amounting to Rs 46,50,00 meant for providing relief assistance to victims of natural disaster in Bishnupur district released by the Manipur Relief and Disaster Management has been fraudulently withdrawn.

Bishnupur police registered a case on received of the complaint from the DC of the district K Panmei under section 419/420/468 IPC, 13 PC Act and started investigation into the case, official source said Monday.

The actual amount released by the state Relief and Disaster Management was actually only Rs 54,000 in the formed of cheque for providing relief to six beneficiaries but the cashier allegedly manipulated it to Rs 46,50,00.The cashier received the cheque on November 25 but has not brought to the notice of the DC nor found deposit in any of the bank accounts opened and operated in the DC office.

In his complaint note, the DC pointed out the cashier of his office, Ch Yaiskul Singh behind the misappropriation of the fund using his (DC�s) forged signature.

The complaint letter was received by the SP of the district who directed Bishnupur police station to register the case and investigate into the matter.

In the complaint letter (letter no.10/30/RLF(DM)/07/23 dated 14/12/09) received by the SP from the DC on December 16 last which the SP forwarded to the OC, Bishnupur district who registered an FIR case (no.117/12/09) on the same day.

DC, K Panmei came to the notice of misappropriation of fund when he investigated into the status position of the relief fund the deputy secretary, Relief and Disaster Management, SL Lunneilal enquired about the matter during a meeting held recently.

Surprise with his enquiry and having doubt, he made attempts to find all information regarding the matter and subsequently came to know that fund in the form of cheque amounting to Rs 46,50,100 only in favour of the DC prepared on November 13, 2009 has been issued from the office of the commissioner of Relief and Disaster Management, the DC in his complaint letter to SP stated, the source maintained.

With regard to the relief amount, the DC recommended only Rs 54,000 for providing relief assistance to six victims of natural disaster last year (2008) to the office of the commissioner of Relief and Disaster Management.

The recommendation was sent on August 22, 2009 but since then, no communication received by his office till date from the office concern.

The DC in his thorough investigation found the cheque received by the cashier, Ch Yaiskul Singh of his office on November 25, 2009, the complaint letter stated alleging that the cashier used forged documents for the whole process.

He (cashier) put purported signature of the DC on the documents.

The cheque for Rs 46,50,00 only which the cashier received on December on November 25, 2009 has not been brought to the notice of the complainant (DC) nor found deposited in any of the bank account opened and operated in the DC.
