Imphal, October 30 2026:
Three associations representing the non-teaching staff, nursing staff and faculty of the Jawaharlal Nehru Institute of Medical Sciences (JNIMS) have demanded that the Government of Manipur complete the absorption of all eligible JNIMS employees into the Manipur Government Employees' List (MGEL) before December 1, 2026 .
The demand was raised through a joint resolution adopted during a joint general body meeting of the Association of All Non-Teaching Staffs, JNIMS (AANTS-JNIMS), Trained Nurses' Association, JNIMS (TNA-JNIMS) and Teachers' Association, JNIMS (TA-JNIMS), held at the institute on October 30 .
In the resolution, the three associations expressed serious concern over the delay in absorbing JNIMS employees into the MGEL, nearly three years after the institute was brought directly under the Government of Manipur with effect from December 1, 2023 .
They alleged that repeated assurances and timelines given by the authorities over the past three years had not been fulfilled, leaving employees uncertain about their service status, rights and entitlements.
The associations also highlighted several longstanding grievances, including disparities in the implementation of the 7th Pay Commission, delayed National Pension System (NPS) contributions, non-finalisation of the inter-se seniority list and non-implementation of Time-Scale Promotion.
They further pointed out disparities between JNIMS and the Regional Institute of Medical Sciences (RIMS) in terms of pay, allowances, career progression and retirement benefits.
Expressing concern over the institute's infrastructure and manpower shortages, the associations alleged that JNIMS has been functioning without adequate medical consumables and essential equipment, including functional ventilators, ultrasound and ABG machines.
They also claimed that shortages of laboratory reagents and medicines are forcing patients to purchase medicines and consumables on their own.
The resolution also raised concerns over administrative lapses, delays in appointing a regular Director .
The joint body has demanded finalisation of the seniority list and implementation of TSP, settlement of pending NPS contributions and benefits from employees' respective dates of joining, removal of service-related disparities with RIMS, and improvement of infrastructure, equipment, medicines, consumables and manpower.
It has also demanded that the Government fix responsibility for the prolonged delay in absorption and other administrative lapses, while making public the dates, attendance and decisions of meetings of the Transition Committee constituted to oversee JNIMS's transition into a State Government institution.
The Associations warned that failure to complete the absorption process within the stipulated deadline would compel them to launch intensive forms of lawful democratic agitation.
However, the Associations assured that emergency, intensive care, labour room and other life-saving services would continue during any agitation, maintaining that patients should not suffer because of administrative failures.
The joint body also appealed to civil society organisations, student bodies, professional organisations and the media to support their demand for the revival and proper functioning of JNIMS.
The resolution was signed by representatives of all three Associations, including their respective presidents and general secretaries.
