A two-day seminar on NEC Vision 2020 being organised by Department of Information and Public relations has begun from today at State Guest House here.
IPR Minister TN Haokip and IPR Commissioner P Bharat Singh inaugurated the seminar as chief guest and president respectively.
Speaking at the occasion, TN Haokip noted that North East Council (NEC) has been established with the main objective of bringing about development in Northeastern States with special emphasis on health sector, power sector, education, infrastructure and road and communication.
So experts should seriously deliberated on Vision 2020 formulated by the NEC and see what could be done in this regard.
Commissioner P Bharat said that there is no lack of fund with the NEC now.
However, though there is financial achievement, no physical achievement has been made and the public enjoy the benefit.
The main reason for this is the instability prevailing in the Northeast region, he said, adding that there can be development in the region when there is peace.
In the first technical session of the seminar today, Retired Commissioner S Kunjabihari Singh presented paper on 'Co-ordinated development of North Eastern Region and Role of NEC) and editor of Imphal Free Press Pradip Phanjoubam on 'NEC & Vision 2020'.The first session was moderated by Retired Principal of DM College of Science Dr DS Sharma.
In the second ore-lunch session moderated by retired Prof M Iboton Singh of Manipur University, Senior Grade Lecturer in Economics of Imphal College L Krishnamangol Singh spoke on 'Participatory development with reference to Vision 2020 in Manipur : A new perspective' and Retired Chief Engineer of PWD E Binoy Kumar Singh on 'Vision 2020 and development of infrastructure in Manipur' while in the post session moderated by Retired Prof N Mohendra Singh of Department of Economics, Manipur University, Prof Amar Yumnam of Manipur University, Economics Department and Director of Commerce and Industries Dhiraj Yumnam spoke respectively on the topic of 'Vision 2020 and Look East Policy' and 'Vision 2020 and Development of Manipur'.
