Taking serious note of deteriorating law and order situation in the two districts of Chandel and Churachandpur, three hill organisations has appealed to the Govt of India for taking up appropriate actions for restoration of normalcy by evoking the provisions of Article 356 of the Constitution.
In a memorandum jointly submitted to Union Home Secretary VK Duggal who is on a visit to the State yesterday, Kuki Inpi Churachandpur, Hmar Inpui Manipur and Zomi Council, Manipur maintained that there are no more alternative means left with the Govt of Manipur to contain the mounting incidents of anarchy in governance.
The memorandum said the people living in hill area of the State had great expectations when the Government of Manipur constituted a security structure known as Strategy and Operation Group (SOG) to tackle law and order problem in the State sometime in the month of September 2004 as well as at the time of launching a counter insurgency operation code name Operation All Clear in the two districts.
But the hope of the people have been belied as these measures have failed to penetrate into the militant camps and strongholds even after eight months have passed.
The underground elements are still intact and continue to harass the public more than ever following their suspicion of the area people to be army informers while the army side also never sparing the innocent and ignorant lot on the same ground, the memo said.
In such a situation, it is desirable that the Central Govt understands the grievous situation being faced by the tribals of Chandel and Churachandpur district and take up necessary action, it demanded.
