"DMU yet to get UGC Act 12 (B) recognition", observes Parliamentary Committee

Member of Parliament, Dr Angomcha Bimol Akoijam laid the 363rd and 364th Reports of the Parliamentary Standing Committee on Education, Women, Children, Youth, and Sports on the floor of the Lok Sabha today.
The 363rd Report pertains to the Demands for Grants (2025-26) for the Department of School Education and Literacy, Ministry of Education, while the 364th Report pertains to the Demands for Grants (2025-26) for the Department of Higher Education, Ministry of Education.
It may be highlighted that the Committee, in its observations, has noted that Dhanamanjuri University in Manipur, under RUSA, has yet to achieve recognition under 12(B) of the UGC Act, 1956, and NAAC accreditation under 2(f) .

While the five constituent colleges of Dhanamanjuri University had received these recognitions when affiliated with Manipur University, the University itself has faced bureaucratic delays, impacting access to fellowships, funding, grants, and scholarships.
The Committee has recommended that such cases be expedited to minimize administrative hurdles faced by universities.
In the Lok Sabha today, Dr Bimol also asked the Minister of State for Power if the Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY) has been implemented in North Eastern States, and inquired details of the scheme for Manipur State.
In reply, the Minister of State for New & Renewable Energy and Power, Shripad Yesso Naik said the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) has been implemented across the country including the North Eastern States since February 2024 .
The Minister said the scheme targets to achieve rooftop solar installations in one crore households in the residential sector by FY 2026-27 with an outlay of Rs 75,021 crore.
As on March 19, 2025, a total of 3.12 lakh applications have been received from the Northeastern States on the National Portal of the scheme, said the Minister.
Further, a total of 10,689 households have been benefited under the scheme by installation of rooftop solar plants, and a total amount of Rs 55.51 crore has been disbursed as Central Financial Assistance (CFA) to the North Eastern States under the scheme, informed the Minister.
As per data provided by the Minister, a total of 772 applications for the scheme have been received from Manipur.
A total of 220 households have been benefited and Rs 1.3 crore has been disbursed as CFA for the State of Manipur.
The maximum number of applications have been received from Imphal West district (341), followed by Imphal East (210) .
The Minister informed that for individual households, the Central Financial Assistance (CFA) available under PMSG:MBY is Rs 30,000 per kWp for the first 2 kWp and Rs 18,000 per kWp for the additional one kWp.
The subsidy is capped at 3 kWp rooftop solar plant capacity for individual households.
For Group Housing Societies/Residential Welfare Associations (GHS/RWA), the CFA is Rs 18,000 per kWp with a rooftop solar plant capacity limit of 500 kWp .
In case of special category States/UTs including Utarakhand, Himachal Pradesh, J&K, Ladakh, States in the North East Region, UTs of A&N and Lakshadweep, the CFA is 10% higher.
