Top bureaucrats dissect benefits of PFM system

The Office of Controller General of Accounts (CGA) under Union Ministry of Finance on Thursday organised a Public Financial Management System (PFMS) Mela webinar here in connection with the celebration of the 'Azadi ka Amrit Mahotsav' .
The programme was attended by additional CGA Dharitri Panda, Manipur chief secretary Dr Rajesh Kumar, commissioner (Education) M Harekrishna and commissioner (MAHUD) M Joy Singh as chief speakers.
Joint CGA Jaspal Kaur Pradyot, deputy CGA Yogesh Meena and administrative secretaries of the state government, heads of departments also attended the webinar.
Speaking at the event, Dharitri Panda enlightened the participants about PFMS and its achievements.
She also talked about Single Nodal Account (SNA) and its different modules being adopted by state departments and assured chief secretary Dr Rajesh Kumar of giving whole hearted support from the entire team of PFMS.
Dr Rajesh Kumar appreciated PFMS and its vision to strengthen the economy of the state through Direct Benefit Transfer (DBT) and Receipt Expenditure Advance Tracking REAT) module of PFMS.
He recounted that the 'Pradhan Mantri Matru Vandana Yojana' was the first scheme in the country to roll out in PFMS Module from Manipur state.
He added that SNA mode is also a welcome step.
Further, the chief secretary assured of doing whatever is required to Implement SNA in all CSS schemes in all the departments within November 30.In his address, M Harekrishna stated that tracking receipt and expenditure enhances complete transparency and reduces unused fund.
PFMS gives facility to submit Utilisation Certificate online.
He also said that his department is very clear of about implementing SNA and assured of full co-operation in letter and spirit.
Meanwhile, M Joy mentioned several benefits of using PFMS like transparency, fund utilisation in time, better planning, etc, and assured of full co-operation in SNA implementation in his department.
As a part of the PFMS Mela, technical workshop on the Single Nodal Account (SNA) model and Receipt Expenditure Advance Transfer (REAT) module were also organised.
It may be mentioned that the SNA model has been introduced with effect from July 1, with the objective to improve transparency in public expenditure and enable better cash management.
SNA module ensures that the fund flow and their utilisation in the Government of India schemes are tracked through which it is ensured that the unspent balances in the schemes are minimised.
PFMS is an ambitious project of Government of India being implemented by CGA, Union Ministry of Finance.
PFMS provides platform for efficient management of funds through tracking of funds and real time reporting of expenditure and receipts through Treasury and Bank Interface.
The line ministries/departments utilise this platform to monitor the utilisation of funds provided to the implementing agencies and state governments.
