ADGP post created to look after security along NHs : CM

To secure the National Highways from anti-social elements, the Government has created a post of the rank of ADGP (Additional Director General of Police) specifically to look after the security aspects on the Highways, said Chief Minister N Biren Singh in the Budget session today.
Moving a calling attention motion, Opposition Congress MLA Kh Joykisan had raised the issue of security lapses along the National Highways.
He said that anti-social elements are collecting taxes from truckers and commuters on the Imphal-Jiribam Highway.
Apart from the recent incident where a cement carrying truck was pushed down the gorge, some gang members have also looted 7-8 trucks on Imphal-Jiribam road today, he said asking if the Government is not able to provide security and control or curb the gangs operating on the Highways.

When commandos and police were stationed along the Imphal-Jiribam road (Nungba), there were no such incidents.
Removal of the commandos has compromised the security along the Highways, he added.
Replying to the MLA, Chief Minister N Biren Singh said that the security affairs along three Highways, Imphal-Dimapur, Imphal-Jiribam and the Highway to Mizoram are being looked after by an officer of the rank of ADGP secifically appointed for the job.
The Government has taken strong exception to the recent incident where a truck of the Coastal Projects Limited engaged in railway construction works was pushed down the gorge at Toudaijang, Imphal-Jiribam road by two persons, said the Chief Minister.
He said on January 31 at around 4.30 pm, the truck carrying cement was stopped by a person who asked for a lift to travel upto the diversion at Rengpang towards Bishnupur.
After travelling in the vehicle about 10/15 kilometres, he stopped the vehicle asking the driver to pick up another person who was already waiting there.
However, soon after the driver stopped the vehicle and applied the handbrake to park, he was forcefully evacuated from his seat and the two hitchhikers removed the handbrake and pushed the truck down the gorge.
FIR has been lodged against the persons and search is on to nab them, he said.
Further stating that such incidents including loots had reduced significantly and have not been heard of for quite some time, N Biren said that the Government is providing escorts to petroleum tankers on the Imphal-Dimapur road.
However, due to improved law and order situation along the Imphal-Jiribam, the Government had stopped providing escorts to the trucks plying on the road.
The Government has also taken note of the incident that happened this morning on Imphal-Jiribam road where gunmen looted 7-8 trucks.
After receiving the information, security forces including Assam Rifles, commandos and police have been instructed to conduct mass combing operations in the area and a case has been taken up, he said.
He clarified that commandos were earlier stationed at Nungba, but they were moved to Moreh as reinforcement after the recent killing of one person in the border area.
To provide foolproof security along the National Highways, the Government is taking up efforts to deploy mobile units of the police and station security personnel at vulnerable areas, said the Chief Minister.
