Committee asked to inspect IT & KT road

In a quest for accurate judgement over allegations and counter allegations often made against road construction works undertaken under various development projects in the State, a handful of elders from Tamenglong district have raised their concern about a Court Order directing a committee to initiate spot verification of IT and KT road in Tamenglong district.
A copy of the court order dated 31/03/2011 pronounced before the Hon'ble Justices TNK.
Singh and Mutum BK Singh which was made available to press said, a committee comprising Director of State Planning GoM, Chief Engineer PWD, and Senior Advocate shall be constituted to inspect the spot in presence of the petitioner and also the contractors to whom the contract work for improvement of IT & KT road had been entrusted.
It has been made clear that it is the responsibility of the PWD to inform the contractors concerned and the spot inspection shall not be delayed on the ground that the contractors could not be informed timely by the PWD, the Court in its order said.
Directing the Commissioner of Works/Principal Secretary (Works) GoM to issue notification for constitution of the committee as per direction of the court, it asked the committee to carry out spot inspection and submit the report within 6 weeks from the date of such notification.
According to the order, directive towards constitution of such committee was made after the affidavit in-opposition filed by State respondents stating that IT & KT road construction work was carried out as per the technical specification, was opposed by the petitioner namely Wilingbou of Tamah village under Tamei PS in Tamenlong district.
After perusal of the additional affidavit dated 16/3/2001 annexing the photographs of IT & KT road reportedly taken on 15/3/2011 filed by the petitioner "we found that there is dispute as to the present condition of the IT & KT roads," it said.
But it is the admitted fact of both the parties that the Planning Commission vide its approval letter of even number dated 13/6/2008 has alloted Rs 1680 crores including SPA of Rs 550 crores for various priority projects for the State of Manipur for annual Plan 2008-09, it further said.
The project also includes improvement of IT road at a stretch of 51 70 km and improvement of Kaiphundai Tousem road in Tamenglong district, it added.
