Citing reports from police and security force which have expressed likelihood of movements of anti-socials and underground elements in and around Churachandpur at night, the DM of CCpur, A Ibocha Singh yesterday issued an order under 144 CrPC prohibiting the movement of the public at night time from 9 pm till 4 am with immediate effect and till 3 March, 2005.The order will be in force in the 'district headquarters area' and along Tedim Road from Khomoi village till Thingkangphai; Sugnu Road from the police station till Saikot village and Tipaimukh road from the police station till Bungmual village.
It may be mentioned that night curfew was also clamped in the town from November 7 last year till December 22 for the same reasons stated.
A source indicated that while there is apparent calm that the underground elements are still calling the shots is indicated by the factional killings which occur regularly in and around the town.
As late as on Tuesday, a brief exchange of fire between two suspected rival UG groups at Hill Town here resulted in the wounding of at least three persons, even though details are not available.
Like the previous time, there are lots of confusion among the public this time too, on the nature of the prohibition imposed as no details are spelt out.
The prohibition order was also not made available to most of the newspapers and press correspondents based here.
One correspondent of an Imphal-based daily, who went to the DC Quarters last evening to get a copy of the order was told to go to another official who in turn, told him that his brief is only to issue passes and that he has no spare copy of the order.
