Manipur Human Rights Commission has asked the DGP to submit detailed report on a complaint contending that the police have not acted explicitly to trace whereabouts of an individual who has been missing since he attended an official programme at Lucknow on October 27, 2004.The missing man has been identified as Thokchom Biren Singh (48) of Koirengei Nepali Basti.
Biren is a Programme Officer of an NGO namely Women's Educational Development Association (WEDA).
He moved out from his residence on October 22 2004 for attending an official programme sponsored by NABARD from Oct 25 to 27 at Lucknow, the complaint said.
After attending the programme he went missing and has not heard from him till date.
On Nov 29, Biren's wife Leibaklei lodged a missing report with the Heingang police station OC to trace her husband.
Accordingly the OC, on the same day sent messages to all police stations of the country through the SP Imphal East and SDPO Porompat but has failed to get any positive response till today.
On Nov 30, she again submitted a representation to the SP and DGP but information continue to elude.
She urged the MHRC to ask police authorities to trace the whereabouts of her husband.
