DM University set for maiden session, ADCs to start receiving funds

Imphal, February 02 2018: Dhanamanjuri or DM University would be made functional from the academic session 2018-19 while the Central Government has approved a proposal for establishment of a Government Engineering College at Heirok, Thoubal district, Governor Dr Najma Heptulla informed the Manipur Legislative Assembly today.

The fourth session of the 11th Manipur Legislative Assembly began today and will continue till February 23 .

Delivering the customary Governor's address at the State Assembly today, Dr Najma announced that the Autonomous District Councils will start receiving funds from this year for development of tribal areas under the award of the Finance Commission for excluded areas.

The State Government has decided to set up two new polytechnics at Ukhrul and Imphal East soon.

A new District Institute for Education and Training Centre (DIET) has started functioning at Keikol, Imphal East from 2017-18.Construction of six Block Institutes of Teacher Education (BITE) at Kasom Khullen, Noney, Kangpokpi, Moreh, Tipaimukh and- Heirok is at an advanced stage, the Governor read out.

With a view to ensure that administration is citizen-centric and corruption-free, the Government has started the process of regular and structured interaction with the public.

Meeyamgi Numit and Hill Leaders' Day are efforts in this direction.

In the same spirit of transparency and good governance, the Vigilance Department has been re-organised as Vigilance and Anti-Corruption Department in order to tackle corruption cases.

An Anti-Corruption Cell has been set up to monitor and track such cases.

There has been qualitative improvement in the security environment of the whole State.

The State has been freed from the scourge of bandhs and blockades even since the incumbent Government assumed office last year.

The Government has given special attention to curbing cross border movement of insurgent groups and illegal migration from across the border.

Security along the border areas, specially Moreh and Behiang has been strengthened and special forces have also been deployed in the border areas.

The Government has its doors open for negotiation with insurgent groups with a view to bring them into the mainstream.

The Government has decided to enhance the allowances of surrendered militants to help their rehabilitation, the Governor informed the House.

Informing that the Manipur Human Rights Commission which has been lying dormant would be revived soon, Dr Najma stated that the Government has established a fast track Court to fight against increasing incidents of crimes against women.

Three new Family Courts have also been established in Imphal East, Thoubal and Bishnupur.

A Crime and Criminal Tracking Network and Systems project connecting 101 police stations has been setup to facilitate real time monitoring of crimes.

During the year 2017,all FIRs were entered online.

The Government has started construction of women markets at Ukhrul, Chandel, Tamenglong, Churachandpur, Senapati, Kangpokpi and Jiribam.

Construction of ST boys and girls hostels has been taken up in Noney, Chandel and Ukhrul.

The State Government has launched Chief Minister's Laiyeng Shen, a health programme for widows where Rs 15,000 each will be given to selected beneficiaries.

Under Chief Minister's Lairik Yengminnasi programme, remedial coaching would be given to minority students in English, Maths and Science subjects.

Dr Najma announced that the State Government would establish a pony sanctuary at the foothills of Marjing over an area of 24 acres which would accommodate 200 ponies.

Under the Prime Minister's Jana Aushadhi Programme, 733 varieties of generic medicines are being distributed from 26 Jana Aushadhi outlets.

Under free diagnostic programme, 53 diagnostic tests are being done free.

Free dialysis for BPL is also available at JNIMS.

The Central Government has agreed in principle to launch helicopter ambulance cum dispensary service in the State.

The Government is also taking steps to establish a cancer hospital and a mental hospital.

So far, the Government has covered 166 out of 2977 habitations fully under the Rural Drinking Water Programme while 2644 habitations are partially covered.

Maintenance and improvement work of Imphal-Jiri Road would be completed by March this year, Dr Najma said in her address.

The Government has formulated a new Industrial and Investment Policy 2017 which envisages setting up of a single window agency for approvals.

For creating industrial infrastructure, the Government is constructing one more industrial estate at Salemthar, Chandel district in addition to the existing four industrial estates.

The NEC has sanctioned two District Science and Planetarium Centres at Ukhrul and Churachandpur and released Rs 250 lakh each for starting civil works.

The Government would work to complete the work on district sports complexes in Ukhrul, Chandel, Churachandpur and Tamenglong this year.

The Cricket Sports Complex, Luwangshangbam will also be completed.

Construction of artificial football grounds at Imphal East, Imphal West, Bishnupur and Thoubal would be taken up besides one artificial hockey ground at Imphal East, mini sports stadium at Akampat and flood lighting at Khuman Lampak.

Considering the popularity of football in Manipur the Government has proposed to set up a regional football academy in the State, the Governor informed the House.

She stated that steps have been taken up to strictly implement the Manipur Conservation of Paddy Land and Wetland Act 2014 by creating a data bank of agricultural land with the help of satellite images collected from Indian Space Research Organisation (ISRO) by Manipur Remote Sensing Applications Centre (MARSAC) .
