Imphal, September 30 2014 :
After the five MSCP MLAs and the party's leaders merged with the Indian National Congress (INC), the party was literally decimated.
As for the clearance given by the Hiyanglam by-election RO to the nomination papers filed on MSCP ticket, it was perhaps due to lack of communication with the Election Commission of India, asserted Deputy Chief Minister Gaikhangam.
Speaking to media persons at his official quarters today, Gaikhangam stated that a comment/directive from the ECI is expected soon with regard to the clearance given to the MSCP candidate.
There is no question of disqualifying the five MSCP MLAs.
Nonetheless, the matter should be decided by the Speaker.
It is unlikely that the Hiyanglam by-election would see any keen competition.
Congress is one party which enjoys massive people's support in Manipur and people know very well which party would win the by-election, Gaikhangam asserted.

The Deputy Chief Minister also rewarded Thingbaijam Sarita who won fourth position in the 31st Asian Women Body Building Championship held at Macao, China with a cash prize of Rs 50,000 .
Earlier speaking at the 118th birth anniversary of Lamyanba Irabot held at Tekcham Mayai Leikai community hall under the aegis of the Irabot Celebration Committee, Gaikhangam emphasised on the importance of unity and collective efforts in order to realize Hijam Irabot's aspiration for a new Manipur.
Irabot was not any ordinary man.
He was a gifted leader who sacrificed all his life for the cause of Manipur.
It is better to die if one cannot live one's life meaningfully.
One's fundamental rights cannot be forfeited by any force and all the communities should promote peaceful co-existence, he said.
Commemoration of Irabot's anniversary would be meaningful only when the present generation work sincerely for the common welfare of the State in line with his principles.
Rhetoric without action would amount to deceiving the iconic leader.
It is the duty of the present generation to make Manipur a colourful garden when different varieties of flowers representing different communities thrive and prosper together, Gaikhangam asserted.
Wangjing-Tentha MLA P Brojen, Thoubal Zilla Parishad Member S Budhi and Wangjing-Tentha Block Congress Committee president N Naran were also present at the function.
Thingbaijam Sarita who won fourth position in the 31st Asian Women Body Building Championship held at Macao, China was also felicitated at the function.
The Deputy Chief Minister rewarded Sarita with a cash incentive of Rs 50,000 .
