Imphal, August 01 2016:
All Manipur Students' union (AMSU) has accused the subordinate staff of different DCs of taking bribes openly from the public.
Speaking to reporters at their DM College campus headquarters, AMSU secretary general Manjit Sarangthem said that people mostly youth and students seek different documents like income certificate, domicile certificate and other documents to apply for jobs, scholarships and admission etc.
They are openly asked for bribes by the staff of SDC, SDO and ADM offices whenever they approach the staff for any of these documents, he said.
Manjit alleged that these staff even harass those who refuse to give money.
They charge Rs 50 to Rs 100 for income certificate, Rs 100 to Rs 300 for domicile certificate, Rs 50 for domicile renewal, Rs 300 to Rs 700 for OBC/SC/ST certificate, Rs 50 for OBC/SC/ST certificate renewal and Rs 50 to Rs 300 for other reports and documents and Rs 50 for taking signature from the officer concerned.
Manjit said that TR/receipt must be issued if these charges are mandatory.
Expressing serious concern over the issue, he threatened to launch agitation in association with different student organisations if this practice is not stopped within 10 days.
Manjit said that AMSU volunteers would carry out surprise visits at different offices after 10 days.
Stating that DCs and authorities concerned must look into the matter seriously, Manjit said that AMSU had submitted written complaints to the Chief Secretary, Secretary to the Governor, Revenue Commissioner and DCs of different districts in this regard.
