Imphal, September 03 2020:
Reacting strongly to the process taken up to conduct the MCSCC examination, the Joint Student Bodies, Churachandpur has asserted that the Manipur Public Service Commission should not be allowed to hold the examination until the CBI investigation is completed, the final report made public and justice fully delivered.
Making its stand clear, the Joint Student Bodies (JSB) in a statement said that MPSC should be thoroughly cleaned before it conducts any examination again and recalled the examination in 2016 .
The infamy of the MPSC has cost the State dearly, said JSB and recalled that a whole batch of civil servants (MCSCCE-2016) have lost their jobs after two and half years of service.
How could it be that the MPSC is planning to hold the examination again before any of its official or staff have been held accountable, asked the student body and added that instead of being a model recruitment agency of the State Government it is acting like a merciless destroyer of generations of youth.
Referring to the judgment of the High Court of Manipur on October 18, 2019, JSB cited a report of the Court which read as, "It is the right time for the MPSC or for that matter, its staff or officials to be penalized for their misdeeds which they have been doing for the last many years and if not penalized now, they would continue to do so in future at the cost of public interest and public money.
"From the aforesaid facts and circumstances, it can be safely held that the MPSC has no intention to conduct any examination in a fair and just manner.
It had, in the present case, miserably failed to discharge its duties and functions as mandated in the Constitution of India.
It would like to continue holding examinations, only in name, with half baked rules so that it could manipulate it.
(Page 149-150)" .
From here it can be inferred that the Court wanted the MPSC to penalise the officials responsible for the irregularities in the said exam, said JSB and added that so far no one has been penalised.
This is not acceptable, it added.
The statement issued by the Secretary of the MPSC on August 26 was without substance, alleged JSB and questioned if MPSC can become clean via just one statement.
Has the MPSC made necessary amendments in its rules ? Has the same been notified in the official gazette of the State? To instil public trust after such a shameful fiasco that is MCSCCE-2016, should MPSC not show utmost sincerity in framing or amending its rules and get it ratified by a competent committee of experts, preferably appointed by the Court, and bring it out in public domain, further asked the JSB.
The JSB is the joint body of Zomi Students' Federation; KSO, CCpur; Mizo Zirlai Pawl and Hmar Students' Association.
