Govt brings out COVID-19 regulation

Amid the rising number of COVID-19 cases in the State, the Government has enacted 'The Manipur Epidemic Diseases (Enforcement of COVID-19 Guidelines) Regulation, 2020 to regulate implementation of the safety guidelines and restrictions in connection with the pandemic.
Under the regulation, those who violate quarantine guidelines and protocol will pay a penalty of Rs 1,000 (on each occasion) .
Failure to wear mask in public places, failure to maintain social distance in public places and consumption of paan (kwa), gutka and tobacco in public places will carry a fine of Rs 200 each.
Spitting in public places has a penalty of Rs 500 while gathering in excess of authorised number of persons or ceremonies carries a penalty of Rs 10,000 .
Any other violation of guidelines carries fine of Rs 1,000, said the regulation published in the State Gazette notification.
The regulation also mentioned that the Deputy Commissioner/District Magistrate, Superintendent of Police, Additional Deputy Commissioner/Additional District Magistrate, Additional Superintendent of Police, Sub-Divisional Officer/Sub-Divisional Magistrate, Sub-Divisional Police Officer, Inspector of Police, Revenue Inspector, Sub-Inspector of Police and Assistant Sub-Inspector of Police will be the implementing authority.
In case any person fails to pay the penalty on the spot, such person shall be liable for prosecution under Section 188 of IPC and the authorised police officer shall take cognizance of the offence on his own or on receipt of any complaint from the authorised person/authority.
No suit or legal proceedings shall lie against any authorised person/authority for anything done or intended to be done in good faith for ensuring stricter compliance to these regulations.
These regulations shall be in force for a period of one year with effect from today, said the Gazette notification.
